Energy Markets Training Program Manager
**Job Description:** The Energy Markets groups focus on the purchase of electricity, transmission capacity, and fuel to supply all firm requirements as well as selling excess energy to create positive margins while maintaining compliance with all reliability, regulatory, trading and risk requirements. Short Term Portfolio Optimization, Real Time Resource Dispatch, Real Time Portfolio Optimization, Market Analysis, Settlements, Compliance and Training are essential to successfully ensure sufficient power supply is available to meet the contractual commitments of Tri-State's cooperative member systems and non-member market obligations in the most economic manner. Oversee the design, development and delivery of job-specific, technical training programs for all Energy Markets personnel, with particular emphasis on Tri-State’s system-specific requirements. This position is responsible for the management of training programs to support initial training for new staff, continuous training for tasks that are complex, high risk, or occur during emergency conditions, cross-training to promote and retain experience, and leadership training for experienced staff. This position is also responsible for the management of knowledge and competency based technical training programs using a systematic approach to assure compliance with NERC Reliability Standards, NAESB Electric and Gas Standards, FERC Standards of Conduct, Tri-State’s Energy Risk Management Policy, Organized Market business rules, and departmental procedures and guidelines. **Tri-State recognizes the value of a highly-engaged and committed workforce and provides an excellent benefits program that includes:** Medical Insurance, Dental Insurance, Vision Insurance, Health Savings Account (HSA), Flexible Spending Accounts (FSA), Tuition Reimbursement, Flexible Work Schedules including compressed work week and telecommuting opportunities to work remotely up to 50%, Life Insurance, 401K, Long Term Disability (LTD), Short Term Disability (STD), Employee Assistant Program (EAP) and Paid Leave Benefits. **Energy Markets Training Program Manager** Hiring Salary Range: $118,000-$151,000 Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level. **Responsibilities:** + Design, develop, and maintain job-specific Initial, Continuing, and Cross-Training Programs to develop the necessary competencies for continuity of skills and experience across a cohesive team atmosphere. + Develop and manage the progression, and performance of technical Trainee Programs for full-time staffed Trainee positions. + Promote mentoring, coaching, and On the Job (OJT) training skills of experienced staff. + Design and implement Leadership training programs to further develop experienced staff. + Evaluate learning progress and competency through the skillful use of assessment tools and performance. + Provide resources, guidance, and technical support for NERC System Operator Certification exam preparation. + Optimize industry resources and coordinate with other utilities to manage and track a Continuing Education Training program to support NERC System Operator credential maintenance. + Create training content, delivery, and assessment methods for Energy Markets employees on a variety of subjects including but not limited to power system operations, organized markets, regulatory requirements, Tri-State system-specific characteristics, contractual obligations, software systems, and business continuity. + Engage Energy Markets Supervisors and Management staff in the planning of training activities and keep them informed of relevant training matters that affect their group. + Training Administrator Subject Matter Expert to incorporate, register, assign, and track Energy Markets job-specific training utilizing various external Learning Management Systems. + Training Administrator Subject Matter Expert for data management system to accurately maintain training records for compliance evidence and performance tracking. + Conduct annual Training Program evaluations and incorporate feedback and recommendations to ensure Energy Markets staff are provided with optimal learning experiences. + Develop and review internal procedures, documentation, to support business needs, reliable operations, critical decision making and compliance. + Maintain expertise on current and emerging training practices, trends and methods for innovative approaches to technical training. + Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to Energy Markets including, but not limited to, FERC Standards of Conduct, NERC Reliability Standards, NAESB Standards, Energy Risk Management, and Organized Market Business Practices. + Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. + Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance. + Demonstrate behavior consistent with Tri-State’s culture embodied in the Cooperative principles and spirit and core values of technical competency, respect and dignity, accountability, integrity, trustworthiness, and servant leadership to empower or otherwise enable others to optimally perform their job responsibilities. + Demonstrate and promote ethics and behaviors consistent with Tri-State’s culture, Board policies and business practices. Knowledge, Skills, and Ability: + Working knowledge of electric power system operations, and organized energy market fundamentals, including basic understanding of economics and risk management. + Ability to apply technical knowledge in conjunction with training techniques and communication skills to professionals with diverse experience and learning styles. + Knowledge of the design, development, delivery, assessment, and evaluation of technical training programs using a systematic approach. + Ability to provide coaching, performance assessment and feedback. + Ability to communicate effectively, both verbally and written. + Ability to establish and maintain effective working relationships. + Advanced knowledge of computer applications is desired including Microsoft Office Suite, AVEVA PI, and other industry specific software.
