Enforcement Services Associate

Job Responsibilities:

Reporting to the Manager, Strategy, Licensing and Business Services, the Enforcement Services Associate is responsible for processing, reporting, notifications and correspondence required for Administrative Penalty fines and permit management relating to parking, licensing, sign and noise permits through in-person, email, phone and online interactions. 

Providing customer service, support and analysis for inquiries/complaints relating to Municipal Enforcement Services including rates, fees, fines, penalties, payments, permits, equipment, policies, procedures, municipal by-laws, Provincial Offences Act (“POA”), Administrative Penalty System (APS), etc.Resolving first level escalated matters relating to tickets, permits, licenses and paymentsReviewing and issuing over 60 types of business licenses and multiple types of parking permitsProviding initial review of fixed and temporary sign and noise permit applications and distribution to appropriate officers for final approvalReceiving, reviewing, documenting, assigning and resolving customer services requests in Salesforce, AMANDA and/or AIMSUndertaking scheduled processes of the APS ticket lifecycle for parking, licensing and various by-laws including analysis of payment and owner information records, ticket entry, mailing out of penalty noticesCoordinating, scheduling and maintaining the screening meeting calendars and processing for the Screening officersSupporting the hearing processes and meetings, including preparing hearing documents and updating hearing recordsReconciling daily and weekly financial transactions for commercial parking operationsProcessing various payments received by mail, telephone, or etransfer using computerized (custom) software. Daily balancing and securing of various receipts in accordance with established audit requirements.Maintaining various parking, licensing, noise exemption and sign permit programs, including application intake, review, analysis, issuance, revocation and cancelling permits, updating records, financial management of accounts and reconciliation,  collections with current and new permit holders and escalations to enforcement. Data entry and management of various documents, including license applications, sign permits and entry of manually issued APS tickets.Processing of private property officer files, including intake, review and updating records to coincide with approvalsMonthly department credit card reconciliationsPerforming other duties as assigned

 

Qualifications/Skills:Completion of 2-year college diploma specializing in Public Administration or Business AdministrationMinimum 3 years related experience in a municipal or public enforcement environment including experience with court/appeal processes, reconciliation of financial and activity reports, general accounting and outstanding administrative office skills complemented by a highly developed understanding of municipal government and service deliveryA combination of education and experience may be consideredStrong analytical and organizational skills to perform daily business and tasks associated with Enforcement Services Associate roleDemonstrated knowledge and understanding of Parking, Sign and Licensing industry including APS, parking, licensing, noise and sign regulations and by-lawsAdvanced skills in Microsoft Word, Excel, Outlook, and database management required; direct experience with AIMS, AMANDA, Access Direct, GIS, Moneris  EStore, Sharepoint, Salesforce, My Parkfolio, HONK Mobile, MTO ARIS is requiredProficient time management skills and flexibility in adjusting between a variety of dutiesMust possess excellent organizational skills to multitask and to process a high volume of items efficiently and accuratelyProven attention to detail is essentialDemonstrated interpersonal, organizational, communication and customer service skills to represent the division in a courteous manner in dealing with the public, staff, resolving difficult issues and in coordinating customer service responsesExperience dealing with difficult people and proven ability to diffuse emotionally-charged situationsAbility to work in and encourage a team oriented environment, including cross trainingPlease note that successful candidates, who are new hires or have not performed this position previously will be required to provide a satisfactory criminal record check dated within 30 days as a condition of employment DATED: February 10, 2025 This job profile reflects the general requirements necessary to perform the principal functions of the job.
