The Engineer, Project Development is responsible for developing and presenting projects as an integral role in the continued growth and optimization of the Phillips 66 Midstream organization which includes Transportation & Logistics and Gas & Processing business units. The Project Development Engineer will work on conceptual design for assets moving crude, refined products, NGL’s, natural gas, CO2, H2, ammonia amongst others. The Project Development Engineer will work closely with Business Development, Operations, Strategy Execution and Project Execution to develop projects that add value to the Midstream Business Unit and Phillips 66. The Project Development Engineer develops early project phases utilizing appropriate tools, resources and processes to determine the most viable option taking into consideration cost, schedule, and risk implications. The Project Development Engineer will also contribute as a team member for evaluating and improving Midstream Project Management processes.

5 or more years of experience in the Midstream segment of the oil and gas industry specifically in the gas gathering and processing area 10 or more years of experience in the oil and gas industry 5 or more years of experience with project engineering and/or project management Understanding of rich gas gathering operations, gas and liquid hydraulic modeling/flow, gas compression, gas processing, and NGL/Residue market 5 or more years of experience running gas field hydraulics using NextGen simulation software or similar hydraulics tools for gas processing Strong communications skills and ability to develop and foster strong relationships with key internal and external stakeholders including producer/ commercial/marketing etc Working knowledge of applicable industry standards & codes (ASME, ANSI, API, NACE, NFPA, CFR, etc.)
Midstream
Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
