Summary:
This person will provide engineering technical development, oversight, project execution and project management responsibilities in support of new, commercially driven projects as well as operational capital and maintenance projects. Candidate will be responsible to coordinate and communicate with the various Energy Transfer commercial and operational groups to support business development and be expected to take a defined business commitment, apply basic engineering analytical concepts and develop a project and engineering/execution plan for the successful completion of a project to meet the business objectives. This person will be expected to work with Energy Transfer’s various customers, the general public, government agencies and other stakeholders to communicate the project goals and objectives to advance the project from concept to design/engineering to construction and ultimately through realization of operations

Essential Duties and Responsibilities:

Relevant oil/gas engineering experience and practical application of engineering principles. Manage and direct the resources to engineer, procure, construct and commission various pipeline, storage, and terminal facilities Implement entire project cycle for growth capital projects including: scope and design development, WBS preparation and submittals, material procurement, execution and construction oversite, and project completion Manages a portfolio of multiple projects for internal and external customers Projects are highly schedule driven to meet contract commitments Collaborate with Stakeholders to oversee the implementation of approved projects Role provides management of relationships with customers, state/local agencies, engineering firms and multiple contractors/vendors Must be knowledgeable of oil and gas engineering principals, standards and specifications, and industry and regulatory rules and regulations pertaining to the 49 CFR Parts192 and 195 for terminals, pipelines, and related facilities. Must also be familiar with and possess a working knowledge of other industry standards, guidelines and codes, OSHA & EPA regulations, PSM/RMP regulations, PHA/LOPA/HAZOP/What-if analysis, familiarity with Texas Railroad Commission (TRRC) standards and DOT requirements for construction. Analytical ability to read, understand, interpret, review, & prepare engineering drawings, alignment sheets, survey data, technical documents (such as bill of materials, status reports, material variance reports or documents), and specifications. Identify & develop scopes for pipeline and/or facilities for business development projects and work with operations to prepare cost estimates, schedules, and WBS.
 

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

Excellent written and verbal communication skills, math, and analytical skills. Strong interpersonal skills - high degree of interaction with a variety of groups from field construction personnel, vendors and internal personnel (environmental, engineering, operations, commercial), team-oriented and self-directed. Honesty and high ethical standards are paramount. Has the ability to be proactive rather than reactive. Can operate as an independent self-starter with some degree of limited supervision Prior project management experience, strong management and leadership skills, excellent communications and interpersonal skills Strong team building skills Strong problem-solving skills, including logical thought processes, with ability to resolve varying complexity of issues. Must be self-motivated with the ability to successfully and simultaneously manage multiple tasks, meet multiple deadlines and work with minimal direct supervision. Experience reading and interpreting various disciplined engineering drawings, governmental regulations, service contracts, manuals, specifications, surveys, charts, load studies, various reports and correspondence Proficient in Microsoft applications (such as Word, Excel, PowerPoint and Outlook) Professional Engineer license considered a plus

 

Required experience is commensurate with the selected job level:

The Engineer level requires a Bachelor’s degree in an engineering discipline and 3-6 years of relevant job related experience The Senior Engineer level requires a Bachelor’s degree in an engineering discipline and 6-10 years of relevant job related experience The Staff Engineer level requires Bachelor’s degree in an engineering discipline and 10+ years of relevant job related experience The Principal  Engineer level requires Bachelor’s degree in an engineering discipline and 12+ years of relevant job related experience with a strong preference for a PE license

 

Preferred Qualifications: Salt dome cavern storage development and operations experience

 

Working Conditions:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Normal office working conditions and field work Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing. Occasional overnight travel may be required. Visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment will occur.
