Engineer Cost Estimation
**Role Overview:** + Translate project scope into estimates of capital and operational expenditure across project phases (Identify, Assess, Select, Define, Execute). + Estimate costs for engineering, procurement, construction, implementation, commissioning, and start-up. + Calculate project risk contingency using deterministic and probabilistic methods. + Account for market movements and owner's costs. **Key Responsibilities:** + Develop methods to derive quantities from design parameters. + Assist project teams with scenario comparisons, uncertainty analysis, and cost sensitivities. + Review and assure cost estimates, benchmark against historical performance, industry norms, and KPIs. + Assess project scope and develop estimates (Type 0 to Type 4). + Align planning and cost deliverables with Planning & Cost Engineers. + Organize Estimate Kick Offs and Review meetings. + Develop and document Estimate Plans and Bases. + Collect actual cost performance data, develop metrics, and benchmark information. + Create benchmarking packages to validate estimates. + Establish deterministic cost contingency using TECOP profile. + Support deterministic cost model and probabilistic cost analysis development. + Provide presentations and dashboards to project teams. + Update SharePoint with estimates and benchmark data. + Ensure detailed project cost estimates (Type 4) are accurate and incorporate actual costs. **Required Skills:** + Engineering Degree and/or Certification as a Cost Estimator or equivalent experience. + 5-10 years of experience in cost estimating positions in the Oil & Gas industry. + Proficiency in Cost Estimating Tools and Methodologies, ASPEN TECH, and cost risk analysis. + Strong analytical, communication, and teamwork skills. + Advanced MS Excel skills and proficiency with MS Office suite. **Preferred Skills:** + Experience with ASPEN TECH, CCET, and Electrical Projects or petrochemicals plant turnarounds.
