**PURPOSE OF POSITION:**
**_Engineer I – Electric Line:_**
Under close supervision of the Manager-Electric Line Engineering or designee, performs basic engineering duties necessary for the completion of the department’s goals. Engineer I is considered an entry-level engineering position. Most work will be initially performed under the mentorship of more experienced engineers. Progression towards more autonomous work performance will be expected as experience is gained in electric line design. Duties will be dependent upon departmental workload and may include any or all of the duties described below. This position may supervise Intern employees.
**_Engineer II – Electric Line:_**
Under the general direction of the Manager-Electric Line Engineering or designee, performs moderate scope engineering duties necessary for the completion of the department’s goals. Works on smaller projects and portions of more complicated projects. Some work will be performed with minimal oversight while other work will be performed under the mentorship of various experienced engineers. Progression towards increasingly autonomous work performance will be expected as experience is gained in electric line design. Duties will be dependent upon departmental workload and may include any or all of the duties described below. This position may supervise Intern employees.
**_Engineer III – Electric Line:_**
Under the general direction of the Manager-Electric Line Engineering or designee, performs complex engineering duties necessary for the completion of the department's goals. Works on major projects and may act as lead for moderate scope projects, including technical specification development, management of project budgets, contract negotiation, and complete project management. Most work will be performed with minimal oversight while some work may be performed under the mentorship of various experienced electrical engineers. Duties will be dependent upon departmental workload and may include any or all of the duties described below. This position may supervise Intern employees.
**_Engineer IV – Electric Line:_**
Under the direction of the Manager-Electric Line Engineering or designee, performs complex engineering duties necessary for the completion of the department's goals. Acts as a lead for major or moderate scope projects, including technical specification development, management of project budgets, contract negotiation, and complete project management. Work will be performed with minimal oversight in an engineering lead capacity. This position provides mentoring for less experienced electrical engineers while completing comprehensive electric line design assignments. Duties will be dependent upon departmental workload and may include any or all of the duties described below. This position may supervise Intern employees.
**QUALIFICATIONS:**
**Education and Experience:**
**_Engineer I – Electric Line:_**
An electrical engineering degree from a school with a program accredited by the Accreditation Board for Engineering and Technology is required. Electrical engineering design experience is preferred but not required for this entry level position. Note: A BSEE degree is required to obtain the Engineer IV level.
In lieu of an electrical engineering degree, consideration may be given to individuals with an engineering degree in another discipline and applicable design experience who have an interest in acquiring training and experience necessary to perform overhead electric transmission/distribution design.
**_Engineer II – Electric Line:_**
An electrical engineering degree from a school with a program accredited by the Accreditation Board for Engineering and Technology is required. A minimum of three years of electric transmission and/or distribution design experience, OR four years of recent progressively responsible applicable engineering design experience is required.
In lieu of an electrical engineering degree, consideration may be given to individuals with an engineering degree in another discipline with Missouri Professional Engineering (PE) certification, and a minimum of five years of recent progressively responsible design experience and an interest in acquiring the training and experience necessary to perform increasingly complex Electric Line design tasks. Note: A BSEE degree is required to obtain the Engineer IV level.
**_Engineer III – Electric Line:_**
An electrical engineering degree from a school with a program accredited by the Accreditation Board for Engineering and Technology is required. A minimum of five years of recent progressively responsible electric transmission/distribution design experience, OR a minimum of seven years of other applicable and progressively responsible design experience is required.
In lieu of an electrical engineering degree, consideration may be given to individuals with an engineering degree in another discipline with Missouri Professional Engineering (PE) certification, a minimum of seven years of recent applicable and progressively responsible design experience, and an interest in acquiring training and experience in electric transmission/distribution design. Note: A BSEE degree is required to obtain the Engineer IV level.
**_Engineer IV – Electric Line:_**
An electrical engineering degree from a school with a program accredited by the Accreditation Board for Engineering and Technology is required. A minimum of eight years of recent applicable and progressively responsible electric transmission/distribution design OR a minimum of three years of recent progressively responsible electric transmission/distribution design and a minimum of seven years of other recent applicable and progressively responsible design experience is required.
**Licensing/Certification:**
**_Engineer I – Electric Line:_**
A valid certificate in Fundamentals of Engineering (FE) is preferred. A valid driver’s license (minimum Class F) is required.
**_Engineer II – Electric Line:_**
A valid certificate in Fundamentals of Engineering (FE) is required. A valid driver’s license (minimum Class F) is required.
**_Engineer III – Electric Line:_**
A valid Missouri PE Registration Certificate is required; PE licensure from another state will allow for hiring at the Engineer III level but applicant will be required to obtain a Missouri PE license within twelve months. Exceptional utility engineering experience beyond the minimum requirements may be considered in lieu of a PE license. A valid driver’s license (minimum Class F) is required.
**_Engineer IV – Electric Line:_**
A valid Missouri PE Registration Certificate is required. Individuals who have a PE Registration from another state may be hired as Engineer IV but will be required to obtain a Missouri Professional Engineer Registration Certification within 12 months to remain at the Engineer IV level. A valid driver’s license (minimum Class F) is required.
**Knowledge, Skills, and Abilities:**
**_Engineer I, II, III, and IV – Electric Line:_**
* General knowledge of fundamental engineering concepts and practices.
* Ability to:
o Perform limited portions of broader work assignments under the direction of an experienced engineer.
o Plan, organize, and coordinate technical work.
o Demonstrate excellent communication and interpersonal skills.
o Work courteously with customers, co-workers, and individuals in other departments.
o Work under pressure and meet close deadlines.
o Interface with outside agencies at all levels.
o Teach and mentor interns.
o Successfully navigate various software programs including but not limited to time entry, Microsoft Office Suites, and other applicable programs.
* Experience with or the ability to obtain AutoCAD.
**_Engineer II, III, and IV – Electric Line:_**
* A broad working knowledge of fundamental engineering concepts and practices.
* Ability to:
o Perform portions of broader work assignments under the direction of a more experienced engineer.
* Proficient experience with AutoCAD.
**_Engineer III and IV – Electric Line:_**
* Considerable knowledge of engineering concepts and electric utility practices.
* Ability to:
o Design/supervise technical work and effectively handle numerous assignments simultaneously.
o Demonstrate interpretation of policies and procedures, and have a good working knowledge of national, state, and local laws and regulations and apply utility engineering practices and techniques.
o Teach and mentor less experienced engineers.
**_Engineer IV – Electric Line:_**
* Considerable knowledge of electric transmission and/or distribution engineering concepts and electric utility practices.
* Ability to:
o Supervise and/or lead contractors as a project lead with a teamwork philosophy.
**_Engineer I, II, III or IV – Electric Line:_**
**Physical Requirements:**
Typically, sedentary work. Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer.
**Working Conditions:**
Duties are primarily performed in an office environment with some outside field work in all weather conditions.
**Miscellaneous Requirements:**
* Employee must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.
* Must be able to work successfully with diverse groups of people.
