Engineer III, Sr. System Operations

Basic Function:

Responsible for various project engineering, project management, and problem-solving activities associated with large multi-faceted projects including engineering, construction, and feasibility studies to support strategic objectives. 

 

Representative Duties and Responsibilities:

Perform engineering assignments involved in the design and construction of natural gas distribution and transmission facilities including meetering and pressure regulating stations, odorization facilities, and pipelines.  Serve as project manager; assist in determining project objectives on the development of a comprehensive project design, outline project requirements, assign tasks, coordinate project activities with other operating units to facilitate participation of appropriate staff on project, supervise progress to ensure objectives are met.  Provide technical support through the use of simulations/modeling to support expansions and changes (pipeline, metering and regulation, interconnects) Direct, evaluate, and review the documentation of technical specifications and requirements. Perform review of engineered drawings to ensure compliance with DOT Safety regulations and with corporate standards and specifications Develop statement of work documents to secure and manage engineering service providers, inspectors, and other technical resources that may be needed to develop the project. Review and approve material specifications. Manage outside engineering services to ensure project goals are met on complex projects Perform evaluation of equipment selection, insuring proper application, sizing, and compatibility with existing Company and industry standards.  Demonstrate proficiency in applying codes and standards to perform natural gas engineering, plant construction and operation. Ensure engineering standards, methods and practices are in regulatory compliance. Conduct research to complete studies and formulating proposals and recommendations. Support construction activities with equipment procurement, technical advice. Develop engineering standards, methods, and guidelines. Provide technical direction to project team members. Develop and implement equipment and process maintenance programs and procedures. Represent the Company at various pre-construction meetings, including but not limited to meetings with contractors, VDOT, property owners, local permitting jurisdictions, etc. Obtain permits and easements for facilities in accordance with local, state, and federal agencies as required.  Perform analysis of monthly financial results of Department budget. Oversee and monitor project from initiation through installation; provide periodic progress reports to System Operations and Service Center Management. Communicate with internal and external project stakeholders to resolve complaints and/or claims. Monitor and control inventory of emergency and spare materials for Transmission and Distribution Pressure depts.

 

Education, Experience:

Required:

4-yr B.S. Engineering degree from accredited University (Mechanical, Industrial, or Civil preferred)  4 years of progressive experience in project management, project engineering, and/or construction management of natural gas pipeline facilities.

Equivalent academic education and experience

 

Skills:

Required:

Oracle Financials - basic proficiency Knowledge of natural gas transmission facilities, Company policies, procedures and gas operating methods and standards Technical knowledge of the installation of mains, services, and metering and regulating facilities, and other natural gas facilities

 

Preferred:

Work Management Information System – intermediate proficiency  Knowledge of appropriate records and documentation processes (i.e., test records, contractor invoicing, and main/service construction contract) Knowledge of GIS and Microsoft Office products. Prior experience working on the construction of underground utilities

 

Certifications/Licenses:

Required:

Valid state driver's license and an excellent driving record

Preferred:

Engineer-in-Training (EIT) Certificate Prior experience working on the construction of underground utilities
