Idaho Transportation Department is hiring anEngineer Manager I, located in District 3 - Boise, Idaho.
The incumbent in this position will oversee and manage large-scale transportation infrastructure projects. In this role, you will be responsible for establishing the design and construction requirements for highway projects, ensuring compliance with these standards from internal staff, contractors, and consultants. You will play a key role in staff development and resource allocation across both design and construction phases, ensuring the timely delivery of the program in alignment with the parameters set by ITD Executive Management. The position requires strong engineering judgment to address issues that arise during the delivery and construction of projects and the ability to negotiate scope or budget changes when necessary. Additionally, you will provide oversight to ensure that all projects comply with federal regulations, ensuring eligibility for federal funding.
This position will initially focus on overseeing large construction projects and managing consultant Construction Engineering and Inspection agreements. Serving as a Construction Subject Matter Expert (SME) for the District 3 Design and Construction Section, providing constructability reviews for both in-house and consultant-designed projects.
EXAMPLE OF DUTIES
+ Oversee contractor operations, ensuring compliance with contracts, laws, and CFRs for federal participation
+ Manage materials acceptance, execute change orders, and maintain safety in work zones
+ Develop, mentor, and manage professional staff for highway projects, including recruitment, training, and performance
+ Provide design reviews, resolve engineering issues, and track project progress for Executive decision-making
+ Develop scope, budget, and schedules for consultant agreements, ensuring timely deliverables and resource adequacy
+ Collaborate with Bridge, Environmental, Materials, and Right of Way teams to resolve complex design and construction issues
+ Build strong internal relationships and lead discussions to ensure successful project delivery across ITD sections
MINIMUM QUALIFICATIONS
Licensure:
+ Licensed in Idaho as a Professional Engineer (PE); or be eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12
+ AND Valid driver's license
Good knowledge of:
+ State and local government operations pertaining to a specific engineering discipline
+ Management practice
Experience:
+ Supervising staff
+ Interpreting and applying federal, state, and local laws pertaining to a specific engineering discipline
+ Evaluating engineering projects and making decisions relative to their merit
+ Writing engineering reports and correspondence
+ Reviewing and critiquing engineering analyses
+ Making oral presentations to groups relative to the merits of engineering applications
+ Experience in design and construction management of civil transportation projects
+ Experience leading and managing teams
