This is a Non-Represented Position.
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY :
This position is responsible to maintain a clear Right of Way for the safe passage of trains. This position will oversee vegetation control efforts throughout the LIRR’s infrastructures, including managing the work of 3rd party contractors and Force account. This position is responsible for coordinating all required efforts among multiple departments, providing expertise related to vegetation control for low adhesion efforts, infrastructure protection and safety. Position will interface as directed with the public and will be responsible for updating senior staff directly when requested, to support vegetation management efforts. This position is responsible to ensure that this objective is achieved by planning and managing tree, brush & vegetation control, debris removal, yard and right of way appearance and pest control.
RESPONSIBILITIES:
Responsibilities may include but are not limited to:
+ Develop, manage, implement pro-active, cyclical maintenance programs to ensure the department’s primary objective is obtained. Foster a safe working environment by leading by example and persistently enforcing a safe working environment.
+ Manage daily operation ensuring that department resources are utilized in the most efficient means obtainable. Prioritize Right Of Way requests.
+ Manage third party contracts related to vegetation management including but not limited to: specification writing, bid review, work assessment, approval of contractor invoices, contractor support, public interface support, outages, etc.
+ Manage several third-party contracts including herbicide application, clear-cut tree contracts, rodent exterminating and station landscape maintenance.
+ Oversee the creation of multi-year vegetation management plan meeting cyclic requirements.
+ Attend and contribute to all requested meeting including ACE and PE staff meetings. Meet with public and political representatives from neighboring communities to ensure and foster good public relation with our neighbors and the communities we serve.
+ Communicate closely with the Movement bureau, MTA police and System Safety to ensure immediate response to Right Of Way violations.
+ Conduct field inspections and train rides to ensure work is being performed within budget and to standards established by the LIRR.
+ Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary.
+ Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
+ Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
+ Perform other assignments as requested by Senior Management
QUALIFICATIONS:
A). Required
+ Bachelor’s Degree in an Engineering, Business, Finance or Environmental Science. An additional four years of demonstrated, directly related, equivalent experience may be considered in lieu of the degree.
+ Strong knowledge and recent progressive practical experience (8-10 years) in a track/construction operational environment
+ Strong organizational, planning and leadership skills demonstrating ability to obtain the department’s primary objective with limited resources
+ Strong, effective communications and interpersonal skills.
+ Strong, proven, problem solving and decision-making skills with sound judgement and a high degree of professional integrity.
+ Knowledge of high rail equipment / vegetation management equipment and applications on LIRR property (or equivalent) and experience.
+ Knowledge of types of vegetation, herbicides and evergreens that can be utilized as needed for green barriers along the Right Of Way.
+ Experience managing projects and meeting deadlines.
+ Recent related experience managing force account staff.
+ Recent experience supervising employees preferably in a union environment.
+ Knowledge of various tree trimming techniques and effective follow up trimming practices
+ Knowledge of Force Account labor agreements, the physical Right Of Way and the FRA 213.
B.) Preferred
+ Experience in vegetation management, landscaping design or landscape maintenance.
+ Strong budgeting skills. Public relations experience.
+ Experience interfacing through a Corporate Public Affairs Department, supporting information requested from outside concerns, including the media.
