Summary This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15. You will serve as the Unmanned Systems Senior Systems Engineer (SSE) in the Mine Warfare and Unmanned Operations Department, Fleet Readiness and Sustainment Division (Code A20) of the Naval Surface Warfare Center Panama City Division. Responsibilities You will lead systems engineering efforts within the Division's unmanned systems development, integration, testing, and sustainment efforts. You will oversee the execution of technical efforts, ensure the use of relevant systems engineering processes, establish expectations for Division level technical reviews, and coach personnel on systems engineering practices. You will coordinate with other NSWC Panama City Divisions, NAVSEA program sponsors, System Design Managers, and Technical Warrant Holders on technical matters related to the development, integration and application of Division products and programs. You will team with Department System Development organizations to ensure proper communication of system requirements, interface definitions, test data, and operational requirements. You will apply knowledge of systems engineering in DoD Acquisition to facilitate successful execution of technical work. You will champion the implementation and continuous improvement of systems engineering technical and technical management processes within the Division. You will provide technical oversight of all Division systems engineering product development, including requirements development, design, development, integration, and sustainment. You will lead the identification and application of the systems engineering processes, procedures, and products within the Division. You will lead the resolution of technical problems and ensure lessons learned are developed and disseminated. You will interact with other Senior Systems Engineers and the Systems Engineering Competency Lead to continuously improve systems engineering best practices. You will lead Division technical reviews and identify areas of weakness in systems engineering practices. You will conduct technical reviews of products, deliverables, presentations, documents, et al. as required by NSWC Panama City management and Department Standard Operating Procedures (SOPs). You will oversee the periodic execution of formal and informal Division Technical Reviews. You will serve on the Division Risk Management Board, execute the management and monitoring of all risks, and provide reporting to Department and Program Office Risk Management Boards. You will provide direction and training on system engineering to include new, existing and modified processes. You will act as a coach for the Division technical teams, providing direction to ensure consistency amongst Division engineers and scientists. Requirements Conditions of Employment Qualifications This is an interdisciplinary position and may be filled by a General Engineer (0801-series), an Operations Research Analyst (1515-series), or a Mathematician (1520-series) depending upon the qualifications of the candidate. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
