/**/ /*The DNRC is seeking an Engineering Supervisor for the Hydropower section*/ *Work Unit Overview: * The State Water Projects Bureau is located in the Water Resources Division, DNRC. The Bureau, acting as the owner for the State of Montana, is responsible for the management and oversight of 21 active water storage projects, mostly built between 1935 and 1942. The projects consist of 21 dams and 2 dike sections. The Bureau manages nearly 2000 water marketing contracts, providing an estimated 322,000 acre-feet of water a year to satisfy our contractual requirements; is responsible for the management and oversight of over 250 miles of supply and delivery canals; is responsible for the disposition of several inactive projects; manages recreational cabin sites, agricultural and grazing leases; and is responsible to protect and enhance water rights associated with the projects. The Bureau also owns and manages one 10-MW Hydroelectric facility, of which the net proceeds from power sales are used to help fund the ongoing rehabilitation and maintenance efforts for our projects. The Bureau accomplishes these responsibilities through the actions of the Rehabilitation Section, the Hydropower program, and the Project Management Section. The Hydropower Section consists of six (6) full-time and (2) two part-time staff members, including the supervisor position. The Hydropower Section studies the economic and environmental feasibility of constructing and operating small hydroelectric generating facilities on state water projects. Projects that are deemed feasible are developed either through leases with private companies or developed by hiring consultants and contractors. Projects developed may be operated and maintained by the DNRC or through leases with private companies. The Hydropower Program periodically updates feasibility of developing hydropower facilities on other state water projects. The Hydropower Program completed construction of the Broadwater Power Project in 1989, a 10 MW hydropower facility on the Missouri River and is directly responsible for its operation and maintenance. *Job Overview: * This position is responsible for supervising and managing the Hydropower Section which completes various feasibility studies for developing hydropower on state water projects, implements the construction of feasible projects, and establishes an operation and maintenance program for projects that are completed and placed into operations in accordance with federal, state, and local regulations. This position also develops the program budget and personnel needs and manages its continued operation. *Essential Functions (Major Duties or Responsibilities): */ / * Project Planning and Pre-Development - The incumbent, either independently or through the hiring of qualified consultants, studies the economic feasibility of developing hydropower facilities on state water projects by reviewing hydropower development guidelines, applying hydropower engineering principles and theory, and analyzing and evaluating information accordingly to determine if a project is economically viable on a preliminary basis and proceeding with a development methodology for feasible projects. * Design, Construction, and Project Management - The incumbent performs preliminary designs, writes contracts, prepares plans and specifications, manages consultants and contractors, and oversees project budgets to develop hydropower projects and complete major repairs and maintenance to existing hydropower projects in accordance with prudent engineering practices and the guidelines and regulations of state and federal agencies. * Project Operations and Maintenance* - *Regarding the Broadwater Power Project, the incumbent supervises the Plant Staff, writes proposals and procurement specifications to procure major hydropower equipment and repair services, performs major project engineering tasks, assures the project complies with the regulations and guidelines of the Federal Energy Regulatory Commission, monitors power plant performance, administers the power purchase agreement with the local utility, and works as a back-up plant operator and mechanic. ** * **Supervision- The incumbent performs various administrative duties as assigned to manage the Hydropower Program to assure performance of all duties and responsibilities and represents the Department in various meetings and associated activities with private and government entities and the general public on issues relating to hydropower on state water projects and state energy issues in general. ** *APPLICATION **MATERIALS REQUIRED FOR THIS POSITION ARE: * * Cover Letter * Resume *TIP: When attaching your documents, you must mark the attachments as "relevant".** * *BENEFITS:* * Health Care & Benefits * Retirement * Paid Vacation, Sick Leave and Holidays * Public Student Loan Forgiveness (https://studentaid.gov/manage-loans/forgiveness-cancellation/public-service) For a complete job description, please contact Tracey Thennis at Tracey.Thennis2@mt.gov. *Minimum Qualifications (Education and Experience):* * Bachelor of Science degree in Civil Engineering or closely related field. * Four (4) years supervisory, management, and leadership experience preferably in an engineering regulatory program. * Other combinations of supervisory and leadership experience will be considered. * A Professional Engineer’s license is required. * A Master’s degree in Civil Engineering or closely related field is desirable. *Required knowledge, skills, and abilities:* * The incumbent must possess knowledge of all fields of civil engineering with an emphasis on geotechnical engineering, hydrology, hydraulics, dam design and construction practices. * The incumbent must also be knowledgeable in dam engineering and have knowledge skills and abilities that allow them to sign dam operation & construction permits.with the assurances implicit to a professional engineering license. * The incumbent must be able to work independently using professional engineering judgement to guide Program activities during both regular operation and emergency situations. * The incumbent must have skills in managing projects, contracts, personnel, and budgets. The incumbent must have strong communication skills, including the ability to present facts and information clearly to both individuals and an audience and be able to handle a controversial situation with professionalism. ** *Working Conditions and Physical Requirements:* Work is conducted in both an office and field environment. Office work involves working individually and with others, attending meetings and working at a desk or computer for extended periods of time. Periodic work in the field involves visits to dam sites, climbing up and down dam embankments and spillways and crawling through outlet pipes. Construction inspections are often in hazardous areas requiring a hard hat and knowledge of construction site safety protocols. *Special Information*: Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months. *Eligibility to Work*: In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States.
