The USAID Non-Revenue Water Management Project (NRWMP) in the West Bank, implemented by Tetra Tech International Development, is currently accepting expressions of interest from qualified candidates for an Engineering Advisor. This position will be located in the main office in Hebron.
Position Description: The purpose of this activity is to improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends. The Engineering Advisor will report to the Task Order Manager (TOM) and will have the primary responsibility of ensuring the timely provision and delivery of all required water supply infrastructure programs. This is a full-time position based in Hebron.
Responsibilities:
The Engineering Advisor oversees engineering design work, construction management, and construction activities. The Engineering Advisor supervises the Infrastructure and Non-Revenue Water (NRW) Unit including management of all staff within that unit. The Engineering Advisor will work with other technical staff and administrative staff to ensure collaboration with donors and local counterparts and key stakeholders at the municipal levels. This includes but is not limited to the following:
* Supervise a team of QA/QC Engineers and technical specialists.
* Develop the overall strategy for implementation of smart water technology to improve systems operations and centralized pressure management with the overall goal of reducing NRW.
* Develop proposed infrastructure packages in consultation with the oversight committees and utilities that prioritize: (1) improved system operations; (2) improved system efficiency; (3) reduction of physical and financial NRW; and (4) equitable service delivery to users.
* Review the existing hydraulic models from Hebron and Dura and as-built drawings from all three water utilities to identify additional data required for the full system component mapping (including transmission, storage, and distribution infrastructure).
* Prepare cost estimates of infrastructure from comparable material and labor costs and commodity packages from market prices to present a cost-benefit analysis of the different infrastructure plans to local stakeholders.
* Manage subcontracts for architecture and engineering services and construction subcontractors, including budget performance oversight.
* Provide management oversight for rigorous quality assurance and quality control (QA/QC) for infrastructure rehabilitations and new builds.
* Ensure alignment of construction management with the construction quality control plan, including documentation and determinations.
* Oversee stringent health and safety standards and compliance with the project’s health and safety plan.
* Coordinate requests for information and determinations with Tetra Tech home office engineers, local subcontractors, and QA/QC Engineers on the field sites.
* Review bid packages for quality, reasonableness, project objectives, and USAID contract requirements.
* Convene a coordination and mutual understanding meeting with each subcontractor.
* Direct and approve testing, completion inspections, and QC certifications; and ensure all documentation for on- and off-site work is completed and reviewed.
* Work with the water utilities to define the key operational parameters and SCADA points required to monitor and react to system needs effectively.
* Interface with government officials.
* Integrate capacity building efforts for the utilities into implementation of all aspects of programming, utilizing a co-design and co-implementation methodology.
* Develop and contribute to success stories and document lessons learned.
* Perform other tasks defined by the TOM.
Minimum Qualifications Required:
* Minimum bachelor’s degree in civil or environmental engineering and a minimum of ten (10) years of relevant experience working in an engineering function with water supply infrastructure OR master’s degree in civil or environmental engineering and a minimum of seven (7) years of relevant experience working in an engineering function with water supply infrastructure.
* Valid United States Professional Engineering license (PE).
* At least two (2) years working in a field-based development context.
* At least five (5) years of working experience with design, quality assurance/quality control, or engineering supervision.
* Proficiency in Microsoft Office.
* Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment.
* Detail-oriented and ability to prioritize tasks and support activity implementation while ensuring adherence to required policies and protocols.
* Professional proficiency in English is required. Professional proficiency in Arabic is an asset.
