Engineering Equipment Operator
Summary This position serves as an Engineering Equipment Operator within the National Park Service (NPS). The primary purpose of this position is to operate gasoline or diesel-powered engineering and construction heavy equipment to grade surfaces to rough specifications on fairly level surfaces with varying soil and sub-soil conditions (e.g., dikes, culverts, and roads). The incumbent is required to possess and maintain a valid Commercial Driver's License (CDL) with appropriate endorsements Responsibilities Perform grounds maintenance activities such as mowing, weed whacking, planting trees and shrubs using various hand tools and mechanical equipment. Perform snow removal activities using shovels, snow blowers, plows, dump trucks up to 80,000 GVWR, and other mechanical equipment. Operate tractors with attachments such as mowers, aerators, sanders, plows, harrows, chippers, spreaders, sprayers, disks, post hole diggers, front-end loading devices, movable dozer blades, brush cutters, and/or backhoes. Such equipment may be powered by direct drive or a power takeoff. Perform hardscaping earth work to include grading roads with the use of heavy equipment, filling potholes, repairing concrete. Also includes clearing drainage pipes and gulleys. Use of CDL equipment to transport vehicles and materials to and from job sites via public roads. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Drug Testing: You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. Driver's License: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Commercial Driver's License: You must possess and maintain a current Class A (or higher) Commercial Driver's License. Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. Probationary Period: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. Emergency Essential: This is an Emergency Essential position. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability To Do The Work Of The Position Without More Than Normal Supervision (SCREEN OUT) Ability to Drive Safely (Motor Vehicles) Ability To Interpret Instructions, Specifications, etc. (related to mobile equipment operation) Ability To Operate Safely (Non-Motor Vehicle) Operation of Motor Vehicles Reliability and Dependability as a Engineer Equipment Operator Work Practices (including keeping things neat, clean, and in order) SCREEN OUT: Ability to perform the most difficult and complex duties of Engineering Equipment Operator WG-5716-08. I have the ability to perform full range of tasks such as operate gasoline or diesel-powered engineering and construction equipment with wheeled or crawler type traction, such as road graders, tractors with bulldozer or angle dozer blades, front-end loaders, backhoes, wheel loader, trench diggers, and large industrial tractors with pan or scraper attachments and/or auxiliary attachments snowplow blade, rotary snow blower, mower and sweeper or sanding units. I can operate equipment to push, pull, pile, excavate, backfill, grade, or level earth and/or refuse. I can operate end loader in the process of moving dirt and materials, plowing snow and filling trucks. I can use dozer to rough in new construction sites, plow snow, rip ice, move stumps, rocks and brush, and stockpile gravel, chips, etc. I can use the grader, loader, dozer and dump truck to remove snow from roads and parking lots. I can use equipment to perform functions as cutting, moving, digging, grading, and rolling earth, sand, stone, and other materials, and to maintain ditches, road shoulders and beds. I can use equipment to perform land fill maintenance, roadside brushing, etc. I can load, secure and haul equipment to and from project sites using truck and trailer. I possess the ability to use a computer, maintain records, and perform arithmetic calculations. I am considered an expert and work with a high degree of independence. The local commuting is defined as within a 50 mile radius of Valley Forge National Historical Park. Additional Information Additional Selections: This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Physical Demands: Heavy physical effort is required in constantly climbing in and out of different machines, pushing and pulling levers continuously while machine is in operation, and lifting such items as opening and closing tail gates on dump trucks. Work is strenuous because of the large equipment operated, the frequent adjustments made, and the adverse operating conditions. Considerable strain is caused by the constant vibration of the equipment. The incumbent is required to frequently lift and carry items weighing up to 50 pounds, and often puts forth similar effort when pushing, pulling, turning, and positioning parts, assemblies, equipment, and tools. Working Conditions: This position is required to perform work both inside and outside with most of the work performed outside. The incumbent works in rain, mud, snow, and in hot/cold temperatures and is frequently exposed to irritation or discomfort from noise, vibration, dust, dirt, fumes, exhaust, oils, heat, cold, and dampness. The incumbent is frequently subjected to the possibility of receiving cuts, abrasions, bruises, and strains while servicing and operating equipment. When working inside, the incumbent must ensure proper ventilation. The incumbent is required to follow prescribed safety practices and use safety equipment such as protective hearing devices and hard hats. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
