Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a ENGINEERING EQUIPMENT OPERATOR TRAINING LEADER, Position Description Number D1530000 and is part of the PA 201st RED HORSE Squadron, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As an ENGINEERING EQUIPMENT OPERATOR TRAINING LEADER, WL-5716-10, you will plan, develop, and validate training. Determine and select instructional design. Select instructional methods and media. Develop training material to support objectives. Perform and prepare REOTS/RTS performance evaluation on each student in accordance with Heavy Equipment War Skills Proficiency Training Plan of Instruction (POI). Operate, instructs and evaluate students on heavy earth-moving equipment such as crawler tractors, motor graders, loaders, excavators, rollers, etc., near buildings, trees, drop-offs, rocks, overhead and underground obstructions, as well as on rough terrain and steep slopes. Perform, instruct, and evaluate students on operator maintenance such as inspecting, cleaning, and lubrication of equipment. Start and operate all assigned equipment in accordance with applicable regulations to prevent accumulation of sludge and corrosion. Lift, move, position, haul, and unload heavy construction equipment, materials and supplies by use of cranes, forklifts, front end loaders, dump-trucks, and tractor trailer combinations. Operate industrial/agricultural type equipment, sweepers, snow removal, grass cutting, water and asphalt distributing, and concrete mixing equipment. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees working at the 201st RHS AOC 2: NG Employees of the 193 Special Operations Wing (This includes 193rd SOW, 193rd RSG, 193rd AOG, 211th EIS, 271st CCS, 112th ACS, 203rd Weather Flight, 193rd SOW Det 1, 148th ASOS, PA ANG HQ DET 1) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) AOC 5: Individuals who are currently serving in another branch of service who are willing to become members of the PANG TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades: ENLISTED: E5 - E6 Supervisor for this position is MSgt Mitchell Manpower #L0759561 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience or training that has provided the candidate with sufficient knowledge to complete the work of this occupational series. Experience or training which demonstrates the candidate's ability to lead other technicians engaged in the duties performed by this occupational series. SPECIALIZED EXPERIENCE: In addition to the journeyman level knowledge, application must indicate experience which demonstrates the ability to plan, organize, and lead the work of others in fields directly related the repair function of this occupational series. Must have the ability to perform administrative functions; to read and interpret a variety of technical publications used in the repair of supported equipment. The ability to provide guidance to others in work related directly to this occupational series. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Technicians who have been demoted from this or a higher grade previously held in the same occupational series without personal cause and who are not in a grade retention status will be given consideration for re-promotion. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
