Engineering Manager

**Primary Function/Primary Goals/Objectives:**
+ Manages the design, planning, construction and maintenance of equipment, machinery, buildings, and other facilities .
+ Plans, budgets, and schedules facility modifications, including estimates on equipment, labor, materials and other related costs.
+ Designs and develops organizational policies relevant to the engineer depart ment.
+ Oversees the coordination of communication services and engineering expansion .
+ Support Plant EHS and quality initiatives and t argets .
+ Directs the efforts of others in the achievement of the strategic and operational objectives of the group.
+ Manages the hiring, staffing and maintaining of a diverse and effective workforce.
+ Responsible for developing budgets and long-range plans based on company growth and future automation and control areas maintenance needs.
**Major Responsibilities:**
+ Responsible for the day-to-day equipment Maintenance and instrument calibration works to ensure smooth manufacturing operation.
+ Manage the CMMS/ CCMS operating system for maintenance and calibration planning, execution and closure.
+ Responsible for the day-to-day GMP compliance of engineering activities.
+ Responsible for the day-to-day compliance of maintenance activities so that the products meet Abbott and Singapore's Safety/ Environment standards and legislative regulations.
+ Responsible to ensure automation and control areas' spares/ consumables inventory meeting critical maintenance requirement.
+ Support all Plant EHS and Quality initiatives and targets.
+ Ensuring that all levels of the Mechanical and E&I personnel are trained, equipped and empowered to make appropriate and timely decisions and recommendations on operation activities.
+ Ensure that staff members are fully trained in the appropriate SOP's and have in place training or training plans to develop/ acquire the technical skills required for their jobs.
+ Work closely with HR on recruitment, hiring, trainings, people development and retention.
+ Develop Mechanical and E&I sections budget plan for operations, reviews and tracks against plan regularly.
+ Meet the approved budget.
+ Continuously innovate operations to improve asset and resources utilization.
+ Responsible for review and approval of specific documentation, procedures and site change control processes for equipment and process.
+ Support the Computer Maintenance & Calibration Management System, MAXIMO to ensure the integrity of the data.
+ Support the overall plant instrument maintenance and calibration procedures, schedule and resources. Ensure high safety, health and environment standards in all engineering operations including external vendors and contractors. Work closely with other departments to ensure smooth AMS operations.
+ Lead and participate projects and perform other duties as assigned.
+ May act as a delegate for the Engineering Director as require d.
+ Liaison Government authorities as require
+ Liaison Government authorities and Abbott Division/ Other Abbott Plants as required.
+ Any other duties as assigned by supervisor.
**Skills/Experience Requirements:**
+ Bachelor of Engineering or related discipline or Diploma with 10 years of working experience.
+ 6 to 8 years of related experience and 5 years in management situation.
+ Broad engineering skills and experience in utility, automation, instrumentation and project management and plant start-up.
+ Strong business and customer focus.
+ Good engineering problem solving skills, workload resource planning and prioritization skills.
+ Continuous challenge and improvement current operations.
+ Organized and good team player, able to multi-task and work under pressure.
