JOB PURPOSE
The engineering officer will provide support to rehabilitation works and construction related to emergency response in the West Bank. The purpose of the role is to support the zonal offices in engineering assessment, monitoring and close-out/handover of construction and rehabilitation works in the field and in coordination with the supervising engineering office and World Vision Engineering Specialist. The role is an important part of ensuring compliance with relevant policies and demonstrating wise stewardship in terms of the response. The role will primarily provide support in southern West Bank (Bethlehem, Hebron), with some field work required in Salfit and Jordan Valley.
MAJOR RESPONSIBILITIES
Planning & Design
Assist in supporting the Supply Chain in procurement processes related to rehabilitation works and construction.
Review the list of planned projects across all funding streams for compliance in coordination with the engineering specialist
Provide technical guidance and support to field staff as they work with engineering oversight companies to conduct assessments.
Review of all activities selected from the assessments, working closely with the grant compliance lead to ensure proposed projects are in scope and alignment with World Vision’s construction policy, donor agreements, relevant Palestinian Authority regulations and ministries, and World Vision funding regulations and contracts.
Review all bill of quantities (BoQs), ensuring accurate and complete BoQs for every project in coordination with the engineering specialist
Participate in supply chain processes by providing technical review for all construction related tenders.
Field staff supported to identify, organize, and plan for projects.
Supply chain is supported to ensure wise stewardship, compliance, and contracts with respectable companies that perform on time.
All projects are properly executed with good planning, design, and in compliance with all government, donor, and World Vision standards.
Projects comply with the spirit and intent of World Vision’s construction policy
Management & Results
Oversee the quality and safety of construction and rehabilitation work.
Implement all monitoring and supervision tools.
Assist assigned zonal staff with any troubleshoot related to the rehabilitation.
Assist in monitor a sample of projects annually using the “Partial Engineering Supervision” explicit in the Engineers Association Guide.
Support good communication between field staff, the engineering consult company, and contractor.
Support in having all projects with budget, BoQs, scope of work, contracts, and donor agreements.
Support in resolving projects that are behind schedule or out of scope.
Assist in preparing periodic reports and track all construction related outputs in coordination with engineering specialist
Most projects are finished on time, within budget, with quality, minimal risks, and with care for the well-being and safeguarding of children.
Projects are finished to government, donor, and World Vision satisfaction.
World Vision has productive relationships with engineering consulting companies and contractors.
Waste is minimized.
Area C considerations are managed in alignment with World Vision’s goal to reach the most vulnerable.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
2-3 minimum experience working as an engineer.
Past experience with humanitarian agencies preferred
Required Education, training, license, registration, and certification
BS in Engineering with civil or architectural preferred
Member of an engineering association (preferred)
Preferred Knowledge and Qualifications
Excellent organizational skills; ability to manage and prioritize tasks.
Must have good attention to detail, all work must be checked.
Knowledge and experience in construction.
Excellent relationship-building skills and the ability to interact effectively with diverse groups.
Ability to professionally represent World Vision to other organizations.
Computer literacy with good knowledge of MS Office applications
Travel: Willingness to travel throughout the West Bank required, with familiarity of Bethlehem, Hebron, Salfit and Jordan Valley.
Language Requirements: Must be able to communicate well in English and Arabic (oral and written)
