This position is eligible for $2.00/hour premium pay for hours actually worked. Job Distinctions: Differs from higher level engineering technicians by the focus on learning basic methods, techniques and procedures and by the presence of detailed instructions and close supervision. Examples of Work This position is located in the Construction Contracts Gang and is responsible for the preparation and assembly of complex and/or high priority construction bid proposals and construction specifications for projects in the DOTD construction program. This position receives direct supervision from an Engineering Technician 7 and functional supervision from the Contracts Engineer (Engineer 6). Performance failure may result in project letting schedule delays, loss of funding, and costly construction claims and litigation. Engineering Technician positions are in a training series capped at Engineering Technician 4. The required minimum number of years of experience, completion of required structured training courses, as well as satisfactory work performance is required for incumbents to progress through the training series. For more information about the minimum qualifications for each level in the series, refer to Civil Service Job Specifications. For more information about structured training requirements, refer to the Department's Structured Training Policy. Duties and Responsibilities 75% Drafts and/or finalizes construction bid proposals for all but the most complex and/or highest priority projects. Revises such construction proposals as necessary to maintain compliance with changes in specifications occurring between issuance of a project's draft bid proposal, and the proposal finalization deadline. Once finalized and advertised, prepares any addenda required by plan revisions, changes in specification requirements, bid document errors, etc. within the advertisement period prior to letting. + Evaluates advance check prints and final construction plans for familiarization with the project. Ensures that all required project work is properly accounted and paid for. Provides comments to Department and consultant engineering personnel regarding any required plan corrections prior to the release of plans to prospective bidders. + Verifies construction specifications prepared by others for individual project features or items of work are approved for use. These specifications must comply with applicable state and federal rules and regulations, and must be accurate, concise, and comprehensive to provide for quality construction at economical bid prices. + Reviews project correspondence files to ensure that all conditions of permits, agreements, and miscellaneous memoranda have been complied with and incorporated in the construction plans and bid proposals. + Assembles construction bid proposals and construction specifications, consisting of standard forms, special provisions, supplemental specifications, required federal contract provisions, minimum wage determinations, letter-size plans, and schedule of bid items and quantities. May be required to update previously completed construction proposal to account for the most updated procedures prior to the letting. + Prepares addenda as necessary to address plan revisions, specification revisions, or bid document errors during the advertisement period. 10% Completes required training classes and receives on-the-job training in performance of various duties in the Construction Contracts Unit. 5% Reviews Construction Specifications and Contracts upon return from reproduction. 5% May perform additional duties as necessary to ensure the smooth and efficient operations of the Construction Contracts Unit. 5% Emergency Services to DOTD may be required to perform other duties associated with including, but not to, emergency/disaster support activities. Distinctions between the levels in the Training Series: Examples of work at the Engineering Technician 1 levelTasks assigned to Engineering Technician 1's are generally basic and routine in nature. ET l's receive close supervision and regular instruction/guidance from higher-level engineering technicians, technician supervisors, and/or professional engineers. Becomes familiar with Department procedures, policies, standards and specifications. Performs very basic sub professional engineering tasks such as: + Drafts and/or finalizes construction bid proposals for the simplest of projects. + Maintains the Construction Contracts Unit's working files. Examples of work at the Engineering Technician 2 levelAs ET's progress to the second level in the training series, the tasks assigned become a little more complex. Although supervision and instruction is readily available from higher-level engineering technicians and professional engineers, technicians at this level are expected to complete the basic or routine tasks independently. Supervision may be required for more complex assignments. Becomes more familiar with Department procedures and policies. Performs routine sub professional engineering tasks such as: + Assists in the preparation of construction bid proposals by entering and revising data in AASHTOWare Project Preconstruction. + Drafts and/or finalizes construction bid proposals for basic projects. Examples of work at the Engineering Technician 3 levelTechnicians at this level are expected to be well versed in DOTD policies and procedures. Technicians at this level generally do not need close supervision and may even begin to assist lower-level technicians in completing assigned projects. Assistance from higher-level engineering technicians and professional engineers may be required for the more complex assignments.
