About this position:
Drafts and/or finalizes construction bid proposals for the most complex and/or highest priority projects. Revises such construction proposals as necessary to maintain compliance with changes in specifications occurring between issuance of a project's draft bid proposal, and the proposal finalization deadline. Once finalized and advertised, prepares any addenda required by plan revisions, changes in specification requirements, bid document errors, etc. within the advertisement period prior to letting. This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a high school diploma or GED plus three years of sub-professional engineering experience.
SUBSTITUTIONS:
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.
College training will substitute for the required experience on the basis of thirty semester hours for one year of experience provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math, or physics.All specialized course work credited must be in the same specialized field. A combination of course work from different fields will not be accepted.
Full-time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month-for-month basis for a maximum of one year of experience.
Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.
A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience.
Possession of an engineer intern certificate will substitute for all of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.
Job Concepts
Function of Work:
To perform very complex, sub professional engineering tasks of a complex nature requiring intensive training & diversified experience in a specialized area; and/or to serve as lead worker over lower-level technicians and/or other personnel engaged in sub professional engineering work.
Level of Work:
Advanced.
Supervision Received:
Broad from an Engineering Technician 6, 7, or professional engineer or higher level manager of the agency served.
Supervision Exercised:
May exercise functional supervision on a project-by-project basis. May directly supervise one or two lower level staff.
Location of Work:
May be used by all state agencies.
Job Distinctions:
Differs from Engineering Technician 4 by the performance of more complex, highly specialized duties and/or the presence of lead worker responsibilities or by the presence of direct line supervision over one or two staff members under certain circumstances as defined in the applicable Allocation Criteria memo.
Differs from Engineering Technician DCL by the lack of responsibility for serving as a technical expert/specialist in a specific field of technical engineering.
Differs from Engineering Technician 6 or 7 by the absence of full time supervisory responsibilities over several staff members.
Examples of Work
Job duties:
75% Drafts and/or finalizes construction bid proposals for the most complex and/or highest priority projects. Revises such construction proposals as necessary to maintain compliance with changes in specifications occurring between issuance of a project's draft bid proposal, and the proposal finalization deadline. Once finalized and advertised, prepares any addenda required by plan revisions, changes in specification requirements, bid document errors, etc. within the advertisement period prior to letting.
* Evaluates advance check prints and final construction plans for familiarization with the project.
Ascertains compliance of specification references and pay items with the applicable edition of the Louisiana Standard Specifications for Roads and Bridges as amended, and to Department and Federal policies and procedures. Ensures that all required project work is properly accounted and paid for. Provides comments to Department and consultant engineering personnel regarding any required plan corrections prior to the release of plans to prospective bidders.
* Reviews construction specifications for individual project features or items of work, and verifies those prepared by others are approved for use. Collaborates this effort with Department and consulting personnel in the design, construction, materials, and legal arenas. These specifications must comply with applicable state and federal rules and regulations, and must be accurate, concise, and comprehensive to provide for quality construction at economical bid prices.*
Reviews project correspondence files to ensure that all conditions of permits, agreements, and miscellaneous memoranda have been complied with and incorporated in the construction plans and bid proposals.
* Assembles construction bid proposals and construction specifications, consisting of standard forms, special provisions, supplemental specifications, required federal contract provisions, minimum wage determinations, letter-size plans, and schedule of bid items and quantities, all of which may require customization for each individual project. May be required to update previously completed construction proposal to account for the most updated procedures prior to the letting.
* Prepares addenda as necessary to address plan revisions, specification revisions, or bid document errors during the advertisement period.
10% Assists the Technician Supervisor and the Contracts Engineer in the training of lower level engineering technicians in the Construction Contracts Unit..
* Provides feedback to lower level engineering technicians on the preparation of draft construction bid proposals and construction specifications.
* Provides instruction and recommendations to lower engineering technicians based on personal experience. Addresses specific and unique problems that may occur during various phases of the unit's operation.
5% Reviews Construction Specifications and Contracts upon return from reproduction, and provides documents to section personnel for award of construction contracts.
5% Assists Department and consultant design engineering personnel in the preparation and finalization of construction plans by providing recommendations on the proper use of standards and pay items, providing assistance in drafting plan notes to ensure correct specification references, and providing comments regarding required plan corrections prior to signature and release to prospective bidders.
5% May be required to perform other duties associated with including, but not to, emergency/disaster support activities.
