SUBSTITUTIONS: Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED. College training will substitute for the required experience on the basis of thirty semester hours for one year of experience provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math, or physics.All specialized course work credited must be in the same specialized field. Examples of Work Engineering Technician 5 Permit Coordinator/Inspector Function Statement: The overall function of this position is to assist professional engineers and/or higher-level technicians in the performance of right-of-way permits work in the District Permits Section. This position is located in District 61/Unit 500/East Baton Rouge Parish of the Department of Transportation and Development and reports directly to the District Constructability/Permits Engineer (Engineer 6). The incumbent must be self-motivated and be able to perform duties most times without supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. This position serves as the Lead Permit Inspection and Encroachment Enforcement facilitation and Utility Permit Coordinator within the nine (9) parishes comprising District 61. Incumbent must be perform technical engineering tasks of a complex nature requiring specialized training. Incumbent must be able to evaluate residential and commercial driveway installations, utility installations, and project permits to ensure compliance with all plans and policies. Job Duties & Responsibilities: 40% Permit Coordination - Assists the District Constructability/Permits Engineer (Engineer 6) and District Permits Specialist (Engineering Technician DCL) in the issuing of all permits originating in the District and at headquarters. Ensures permit applications are on the correct forms that work involved is on state highways. Reviews permit applications to ensure conformance to current design standards, reviews drawings for completeness and uses expertise to ensure drawings are in compliance with DOTD policies. Recommends approval and disapproval of permits. Maintains log of the status of all submittals to ensure timely processing. Maintains detailed records of all permits issued in the District and ensures that documents are properly entered in the computer database. 35% Lead Permit Inspector – Monitors and inspects field/construction work associated with approved right-of-way and utility permits to ensure compliance with engineering drawings, utility placement/relocation, driveway placement/location, materials, and all requirements laid out in permit documents including the requirements specified in a traffic study. Coordinates with the District Construction and Maintenance Offices regarding District Project Permits and some Commercial Access Connection permits which require significant work within DOTD right-of-way. Maintains and tracks status of approved permits. Serves as point of contact once the permit has been approved and facilitates permit closeout through District Permits section. Notifies permit holder of approaching permit expirations for temporary permits and on permits on which work has not begun. Coordinates with District Permits and permit holders to facilitate necessary extensions. Facilitates encroachment (illegal construction activities) enforcement related to unauthorized construction or activity within the DOTD right-of-way. Coordinates with District Permits and Area Engineers to actively solve encroachment issues. 10% Utility Coordination – Assists Utility Specialist with coordinating with utility owners to ensure that locations identified on plans, both existing and proposed, are accurate. Assists with scheduling and conducting meetings and conferences with utility owners concerning utility placement and relocation on projects. Performs site visits, takes measurements and verifies information as needed for utility relocation on projects. 10% Compliance Coordination – Assists District Constructability/Permits Engineer with maintaining and coordinating database of Federal Projects requiring Project Site Interviews. Provides assistance to construction units for completion of Project Site Interviews. Maintains an internal audit process to ensure forms are completed correctly and timely. 5% May be required to perform other duties as necessary, including but not limited to, emergency/disaster support activities.
