About the Position: This position is located in the District 03, Unit 001, in the Training Section of the Business Office of the Department of Transportation and Development and reports directly to the District 03 Training Coordinator (Engineering Technician DCL). The overall function of this position is assisting with the management of the highly complex and technical district-wide training programs for District 03. The incumbent is responsible for maintaining a highly trained and qualified workforce of employees, consultants, and contractors. The incumbent is required to interpret a variety of complex and technical concepts and to possess the skills and demonstrate strategies needed to transfer these concepts throughout all levels of employees in the District. The incumbent is required to use a state vehicle for district wide or statewide travel in order to deliver mandatory training programs and to serve as the technical expert, advisor or consultant to other DOTD sections and non-department organizations. The incumbent must be self-motivated and be able to perform duties many times without supervision or with minimal supervision and be able to interpret unforeseen conditions as they arise. The incumbent will participate in DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. SUBSTITUTIONS: Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED. College training will substitute for the required experience on the basis of thirty semester hours for one year of experience provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math, or physics.All specialized course work credited must be in the same specialized field. A combination of course work from different fields will not be accepted. Full-time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month-for-month basis for a maximum of one year of experience. Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience. A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience. Possession of an engineer intern certificate will substitute for all of the required experience. NOTE: Any college hours or degree must be from an accredited college or university. Job Concepts Function of Work: To perform very complex, sub professional engineering tasks of a complex nature requiring intensive training & diversified experience in a specialized area; and/or to serve as lead worker over lower-level technicians and/or other personnel engaged in sub professional engineering work. Level of Work: Advanced. Supervision Received: Broad from an Engineering Technician 6, 7, or professional engineer or higher level manager of the agency served. Supervision Exercised: May exercise functional supervision on a project-by-project basis. May directly supervise one or two lower level staff. Location of Work: May be used by all state agencies. Job Distinctions: Differs from Engineering Technician 4 by the performance of more complex, highly specialized duties and/or the presence of lead worker responsibilities or by the presence of direct line supervision over one or two staff members under certain circumstances as defined in the applicable Allocation Criteria memo. Differs from Engineering Technician DCL by the lack of responsibility for serving as a technical expert/specialist in a specific field of technical engineering. Differs from Engineering Technician 6 or 7 by the absence of full time supervisory responsibilities over several staff members. Examples of Work JOB DUTIES AND RESPONSIBILITIES: 30% Serves as a direct report to the District 03 Training Coordinator (Engineering Technician DCL) by assisting in the operations of the LA DOTD District 03 Training Unit. The mission of the District 03 Training Unit is to develop our workforce through structured training, professional development, continuing education, and on-the-job training that is essential to maximizing employee potential and providing qualified personnel crucial to the effective management of the transportation system. Duties performed in assisting with the Training Unit and in accomplishing its mission are: managing the department’s structured training program for leadership; engineering technicians’; maintenance personnel and engineering interns; managing the human resources and loss prevention training programs; managing the construction technician training and certification program for department and non-department personnel; establishing training program goals and developing and implementing strategies, to meet these goals; determining and assessing the training needs of district employees through STPs, needs assessments, DOTD PES System, individual development plans (IDPs), new technologies, etc.; designing, developing or acquiring training courses and training programs; scheduling, notifying and delivering a wide variety of training courses using multi-media equipment such as new employee orientation and other HR topics, traffic control, personal safety, heavy equipment operation and safety, construction and maintenance mathematics, etc.; budgeting necessary resources and maintaining an inventory of resources and training materials that support the unit. 20% Mastering and maintaining multiple databases such as SAP/LEO/LaGov/LSO; ECC Navigation and Reporting; DTRN as well as the Non DOTD Construction Inspection Training System(CITS) to track and store training accomplishments and to run reports for personnel actions; approving and/or verifying all personnel actions for compliance to STPs and other mandates; administering, grading, reviewing and approving a multitude of written examinations and performance evaluations; counseling and providing guidance to district personnel on training opportunities for career progression and job performance; schedules for or assists personnel with class bookings/pre-bookings towards completion of STPs. 20% Monitors the Structured Training Programs of Maintenance Personnel up to and including prioritizing, planning, scheduling and delivering a variety of training courses in all areas related to each employee’s STP. Facilitates the Safe Operator’s Checklist (SOCL) Program for Mobil Equipment Operators and provides one on one assistance to employees with special training needs in order to ensure training and promotional opportunities. Conducts District training needs assessments and makes recommendations to the District 08 Training Coordinator. Serves on various committees as needed in order to aid in the development of new training courses/programs. 20% Assists in the management of DOTD’s Construction Certification/Re-Certification Program by providing personal assistance to Department and Non-Department personnel preparing for performance testing. Conducts Performance evaluation Exams in order to verify student’s competency levels in their respective Certification Areas. 5% Functions as a liaison between the district and several other DOTD sections including LTRC, technology transfer and training, safety, human resources, materials lab, construction (site manager) by facilitating the transfer of information between the sections and districts. 5% May be required to perform other duties as necessary including, but not limited to, emergency/ disaster support activities.
