This position serves as a Supervisor over Plant Managers (ET-5) and Inspectors (ET-1 - 4) assigned, as needed, to various Fabrication Plants that produce products used in DOTD bridges and overpasses. These plants are located throughout Louisiana and neighboring states. On occasion, the DOTD may procure materials from plants located nationwide. The number of fabrication plants producing material for DOTD fluctuates depending on the number and size of active construction projects. This position in in charge of plant assignments for inspectors and plant managers, as needed, to ensure adequate coverage. In addition, the incumbent may be required to serve as a Plant Manager whenever there is either a shortage of plant managers or a surplus of projects.Due to the nature and location of work, the incumbent will be required to periodically travel and stay overnight for extended periods of time to perform inspection and certification duties at these plants.
This position may be filled as probational, job appointment, detail to special duty, or promotion of a current DOTD employee.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
1. Generic Option: Possession of a high school diploma or GED plus five years of sub-professional engineering experience.
2. DOTD Maintenance Option: Possession of a high school diploma or GED plus five years of experience in the construction or maintenance of public streets, roads, bridges, highways or associated structures; or in the maintenance or repair of mechanical or electronic office equipment, precision machinery, or electronic and electrical systems.
SUBSTITUTIONS (applies to both options):
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.
College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics. All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted.
Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience.
Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.
A baccalaureate degree in engineering, engineering technology, construction management, or construction technology will substitute for all of the required experience.
Possession of an engineer intern certificate will substitute for all of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.
Job Concepts
Function of Work:
To supervise the work of a staff of engineering technicians or related positions engaged in a wide variety of sub professional engineering duties, or to supervise maintenance supervisors involved with road/bridge maintenance in one of nine DOTD Districts or a HQ section with statewide responsibilities.
Level of Work:
Supervisor.
Supervision Received:
Broad from an Engineer 5 or higher or comparable level professional manager.
Supervision Exercised:
Direct line over a staff of Engineering Technicians or equivalent level positions, or direct over multiple Parish Highway Maintenance Superintendents, Highway Foreman or comparable supervisory maintenance personnel.
Location of Work:
Statewide. May be used by any state agency.
Job Distinctions:
Differs from professional engineers by the absence of professional engineering assignments and by lack of a professional engineering license.
Differs from Engineering Technician 6 by size of staff supervised or by the presence of managerial responsibilities such as budget, strategic planning, and related duties. See applicable Allocation Criteria Memo. The nature of managerial tasks, complexity and diversity of duties as well as the reporting relationship will also be considered.

40% This ET-7 assigns plant managers and inspectors to fabrication plants. The ET-7 conducts Performance Planning and reviews, and recommends personnel action such as Merit Increases and disciplinary actions. The ET-7 provides expert advice and guidance to plant managers and addresses complex and/or controversial problems. The ET-7 acts as a representative of the Fabrication Engineer, in his absence, and has the authority to approve or reject materials which may be called into question by the Plant Manager. The ET-7 reviews Plant Manager Inspection Rep011s and resolves any disputes between the plant inspectors, plant managers and/or plant Superintendents. The ET-7 mandates that DOTD Safety Policies and Procedures are in good practice at fabrication plants. In addition, this ET-7 has signature authority on Travel Authorizations, Cardholder Travel Card Logs, DOTD Timesheets, DOTD Leave Slips, Petty Cash Vouchers, and Inventory Requisitions; makes vehicle assignn1ents, assigns laptop computers to staff employees, coordinates with the IT Section to assign appropriate programs and file access; trouble-shoots minor computer problems. This ET-7 also distributes approved Shop Drawings and Pile Lengths to appropriate fabrication plant inspectors; distributes tools, supplies, and appropriate literature to inspection staff to perform their job.
35% Incumbent serves as an expert in fabricated steel members used by the Department. The ET-7 approves methods and techniques used in repairing of fabricated products. The ET-7 visits DOTD construction sites to determine why products failed, if they can be repaired and used, or if they must be rejected.
10% The ET-7 ensures that all subordinate personnel receive the appropriate training and/or proper certifications. Incumbent participates in the interview process to fill subordinate vacancies; evaluates candidates for promotion; and makes recommendations to the Fabrication Engineer, as to the best qualified candidate.
10% This ET-7 assists in other areas of fabrication inspection, such as precast/prestressed concrete and electrical, as required.
5% May perform other duties as required, including emergency/disaster response.
