Summary About the Position: This is an Engineering Technician GS-0802-07 position with USACE Little Rock District, Operations Division. This position is located in Russellville, AR. This position can be filled at the GS-05 (with promotion potential to the GS-06 then to the GS-07), at the GS-06 (with promotion potential to the GS-07), or at the full performance GS-07. Promotion to the next grade is at the discretion of management. This position is exclusively represented by Local 2219 IBEW AFLCIO. Responsibilities Gather information from files and prepares various reports relevant to maintenance and construction activities Perform contract activities of technical nature Draft plans, coordinate and inspect work both of contractor and hired labor Perform field engineering work to develop site plans Update as-built drawings using conventional or computer aided drafting and design (CADD) software packages in the accomplishment of operational Maintain and repair facilities - electrical and mechanical repairs, concrete and masonry duties, plumbing tasks Operates motor vehicles, and equipment Requirements Conditions of Employment Qualifications This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. For the GS-05, Specialized Experience: One year of specialized experience which includes 2 of the following 3 duties: 1) inventorying items in support of contracting activities OR 2)performing facility inspections OR 3) performing minor plumbing, electrical, or maintenance to facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. For the GS-06, Specialized Experience: One year of specialized experience which includes 2 of the following 3 duties: 1) preparing simple contract documents which include bill of materials OR 2) reviewing work of contractors OR 3) performing minor plumbing, electrical, and maintenance to facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). For the GS-07, Specialized Experience: One year of specialized experience includes the following duties: 1) preparing simple scopes of work for maintenance or construction contracts AND 2) leading others in performing electrical, plumbing, and facility maintenance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-06 and GS-07, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
