The primary purpose of this position is to provide process support, development and maintenance of complex parts programming and software support for all thermal spray processes and support equipment and help give support to other related type services in support of the Repair Development of new workload components for the Propulsion Maintenance Group. Responsibilities Develops repairs for multiple Department of Defense (DOD) weapon systems and complex parts requiring the use of metalizing spray and accessory equipment. Writes software programs on Numerical Control Industrial Plant Equipment (NCIPE). Thermal spray system and equipment knowledge. Standardizes and thoroughly documents developed repairs. Utilizes safety practice and procedures in office and maintenance areas. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. OR CERTIFICATION: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes ???????performing repair development and maintenance of complex parts programming and software support for thermal spray processes and support equipment; reading and interpreting engineering plans and specifications; using this information to gather, analyze, present data and support analysis and research to develop new or modified work methods; and an understanding of Numerical Control Industrial Plant Equipment (NCIPE) and data processing in order to operate and manipulate interactive graphic systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of all aspects of thermal spray application, parameter development, masking techniques, and tech order/drawing interpretation. 2. Knowledge of thermal spray process including but not limited to air plasma spray, electric wire arc spray, low velocity oxygen fuel (LVOF), high velocity oxygen fuel (HVOF), cold spray, all related equipment and of testing/data processing methods/procedures. 3. Reads engineering plans and specifications and write complex CNC programs on NCIPE to accomplish thermal spray repairs to the technical requirements. 4. Knowledge of metallurgy and thermal spray metallography and able to adjust programs or process parameters to correct deficiencies documented metallography test report. 5. Writes work instructions to supplement technical data to aid in part program setup and masking of part including but not limited to; photographing the steps of the process, writing narrative to go with the pictures to document the thermal spray process. Communicate effectively both orally and in writing, including training of production personnel. 6. Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations, and/or technical orders, with close attention to Thermal Spray processes. WORK ENVIRONMENT: Work environment varies from an office environment to everyday risks or discomforts in a production maintenance area which require normal safety precautions typical of such places in various production floor operations. Danger from burns and metal particles, cuts from shop objects' edges. Eye strain from flames and heated metal. Work in high noise area of 85 decibels or above. Protection from exposure to burns, scalds, and skin irritations often require the workers to wear uncomfortable safety equipment such as leather gloves. The work area is adequately lighted, heated, and ventilated. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
