Summary About the Position: Serves as a surveying subject matter expert, works under the general supervision of the Chief, Navigation Support & Survey Section. This is a developmental position. You may be selected at the GS-9, 10, 11 or 12 grade level. Full Performance Level is GS-12. Pay range at the GS-09 level is: $60,808 - $79,050 Pay range at the GS-10 level is: $66,963 - $87,049 Pay range at the GS-11 level is: $73,572 - $95,641 Pay range at the GS-12 level is: $88,183 - $114,634 Responsibilities Produce spatial data products and services for all surveying engineering related organizations within the Norfolk District. Apply standard surveying engineering practices to new situations and solve novel or obscure problems. Work closely with engineers, scientists, and other professionals to ensure delivery of quality surveying engineering spatial data products and services. Provide professional, technical, and administrative support for the execution of activities associated with the real time acquisition of hydrographic, topographic, and geodetic survey data. Serve as a Contracting Officer’s Representative (COR) or assist the COR for Architect-Engineer (A/E) contracts requiring surveying task orders and other procurements. Conduct Unmanned Aircraft System (UAS) flight planning, pre-flight preparation, safety inspection, establishing ground control, UAS operation, and system monitoring during missions. GS-09 Specialized Experience: One year of specialized experience includes 1) collecting topographic or hydrographic surveys in various environments and conditions; 2) verifying accuracy of surveys; and 3) planning survey procedures. This definition of specialized experience is typical of work performed at the next lower grade level/position in the federal service (GS-08). GS-10: Specialized Experience: One year of specialized experience includes specialized experience at the GS-09 level and 1) utilizing hydrographic and topographic methods and techniques to process and analyze survey data; 2) creating scopes of work and technical reports, detailed resource and cost estimates, and presenting results verbally to the project delivery team; and 3) assisting with data discrepancy resolution and ensuring compliance with regulations and procedures. GS-11: Specialized Experience: One year of specialized experience which includes specialized experience at the GS-10 level and: 1) Developing contractual documents such as performance work statements, detailed cost estimates, and/or technical analysis of contractor proposals; 2) Participate in negotiations for the award of supplies and services such as Architect-Engineer contracts involved with the acquisition of survey data This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). GS-12 Specialized experience: One year of specialized experience includes specialized experience at the GS-11 level and experience serving as contract officer representative for supplies and services contracts ensuring contractors abide by contract. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will also be evaluated on your: (1) Knowledge and experience collecting and processing hydrographic and topographic survey data. (2) Experience analyzing hydrographic and topographic survey data (3) Development of scopes of work, technical reports, detailed resource estimates and cost estimates. (4) Written and verbal communication with the project delivery team, contractors, and public. (5) Experience overseeing the work product of others.
