Summary You will serve as an ENGINEERING TECHNICIAN in the Planning, Design and Construction Directorate (PDC) of NAVAL FAC ENGINEERING CMD FAR EAST. Responsibilities You will provide support to the Contract Specialist/contracting Officer (CS/KO) relevant to the administration of construction contracts/task orders. You will serve as a construction Engineering Technician for assigned construction projects and works closely with the NAVFAC Construction Manager, Prime Contractor Superintendent, QCM, SSHO, other prime and subcontractor personnel. You will be knowledgeable of NAVFAC contract safety requirements, as well as applicable Federal, State, local, and host nation (as applicable) laws and regulations as it pertains to the construction effort. You will be well versed in NAVFAC Construction Quality Management (CQM). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Proficiency in engineering principles and construction methods. 2) Proficiency in managing DB/DBB construction contracts as Contracting Officer's Representative (COR). 3) Proficiency in coordinating expertise from multiple disciplines and key project stakeholders, e.g. PM, DM, FEAD/ROICC, AE Designer of Record (DOR), PW, EV, AM, Contracting, other Communities and Customers as necessary. 4) Ability to mitigate risks and resolve complex technical issues. 5) Proficiency in quality assurance activities. 6) Proficiency in managing activities in order to reduce cost, schedule, quality, safety, and compliance risks. 7) Working knowledge of the Facilities Projects Manual, OPNAVINST 11010.20, the NDBM and the WBDG including a knowledge of the processes outlined in BMS. 8) Knowledge of NAVFAC, Supported Commands, Navy Organization and doctrine. 9) Knowledge and experience in managing office budgets. 10) Ability to effectively participate in technical source selections. 11) Exhibits the utmost in Character qualities.
