The primary purpose of this position is to serve as an Engineering Technician, Project Manager (PM) managing design and construction projects and engaging in project coordination of base requirements to support users and stakeholders on military installations. Responsibilities Plans, develops and documents project packages for execution including supporting all pre-award, award and post award construction contract actions. Oversees the timely and quality completion of project design package. Oversees the timely and quality completion of project construction through closeout. Provides contractual, financial, and other support necessary for the successful delivery of assigned projects. Executes construction project management compliant with all environmental health and safety (EHS) rules, regulations and procedures to ensure work is completed safely with no environmental impact. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions. SPECIALIZED EXPERIENCE: FOR EXTERNAL APPLICANTS: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes a wide range of knowledge on construction engineering and practices, which does not require professional engineering knowledge, to perform pre-construction evaluations, in progress and on-site monitoring, oversight and control of construction projects; Knowledge of contracting procedures to ensure project progress, adherence to regulatory and specification requirements, tracking of funds and resources, and to determine compliance with federal, state, and local codes and regulations; Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; Knowledge of health, safety and environmental requirements as outlined in applicable standards, regulations, and or technical orders; Comprehensive knowledge of the installation/command mission and organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level for EXTERNAL APPLICANTS and one year at the GS-09 level for INTERNAL APPLICANTS is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Practical knowledge of the methods, techniques of engineering, and hands on technician level experience which does not require professional engineering knowledge. 2. Wide range knowledge of construction management principles to perform pre-constructions evaluations, on-site monitoring and reporting, and oversight control. 3. In depth knowledge of contracting procedures to ensure project progress, adherence to regulatory and specification requirements, tracking of funds and resources and to determine compliance with federal, state, and local codes and regulations. 4. Skill in technical writing and problem solving, knowledge of procedures and methods of installation of material, extent or scope of work to be performed, quality of materials to be installed, and acceptable levels of workmanship. 5. Ability to analyze, interpret, and apply rules, regulations and procedures in a variety of situations and recommend timely and economically solutions. Ability to plan, conduct, and record site facility surveys and inspections. 6. Ability to plan and organize work and coordinate with several engineering disciplines, architects, users and stakeholders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
