Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for CERTAIN PERSONNEL OF THE DoD WORKFORCE to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an USACE Logistics Activity (ULA) Engineering Technician with overall responsibilities for addressing any issues associated with facilities at the District, Corps of Engineers and nay ancillary facilites assigned to the District. Responsibilities Responsible for overseeing and coordinating planning, developing scopes of work (SOW) and/or Performance Work Statements (PWS) and assist Engineering with the same. Establish responsibilities and set expectations for contractors. Control and manage the project budgets and schedules. Serve as the Project Manager responsible for the overall management, control, coordination, and execution of assigned facilities projects. Responsible overall for contracts assigned from inception through final inspection and acceptance. Provide system control, oversight, data entry, repair history, analysis and documentation of the ongoing maintenance control program for equipment including electrical and mechanical operating equipment, machinery, miscellaneous tools. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes familiarity with various technical engineering methods, principles, and work techniques; developing cost estimates; knowledge of facility functions; forecasting schedules, budget, manpower, and quality issues; coordinating large service contracts; and providing oversight for ongoing machinery, operating equipment, and tools maintenance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-10). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
