This position will also be responsible for working with headquarters and district staff for construction specifications and standard plans related to signs and sign structures. This position will also assist building maintenance in project oversight. This position shall be an expert in computer-aided design and drafting (CADD) and plan reviews. SUBSTITUTIONS: Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED. College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics.All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted. Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience. This job is designated a Dual Career Ladder job as defined in Civil Service Rule 1.14.1.1, requiring performance of higher level, more complex duties and possession of advanced, specialized skills. Supervision Received: Broad from an Engineer 5 or higher or comparable level professional manager of the agency served. Examples of Work Job Duties and Responsibilities: 25% Serves as a technical expert for the department on traffic sign structures, apparatus' specifications and construction plan review. Reviews all signing specifications and plans prepared by the department staff and consultants at least once. This review requires application of national standards, the Manual of uniform Traffic Control devices, the Department policies and standards and other policies. Provide sign project reports to Engineer 7 monthly. Attend all pre-construction meetings for signing projects and serve as an advisor to the Chief of Construction on disputes with contractors pertaining to signing plans and specifications. Provides specialized technical advice in the field of signing and sign structure construction to DOTD District Traffic Engineers, DOTD Project Engineers, field inspectors and local government officials throughout the state. 25% Serves as the DOTD technical manager for the ancillary sign structure program on state right of way. Solely responsible for managing the repair or removal of the statewide ancillary sign stucture(s) based on the inspection reports. Manages all aspects of inspection contracts. Coordinates with and managers with and functionally supervises Traffic Services staff for the removal of the structure and the creating and installing of temporary replacement sign(s). 15% Perform inspections on ancillary sign structures not included in existing inspections contracts and on new construction ancillary sign structures. Accompanying inspection consultant(s) to verify DOTD inspection standards are followed whenever possible. Generate inspection reports for ancillary sign structures not inspected by an inspection consultant. Create, update and maintain a sign structure database that that consolidates all information pertaining to sign structures. 15% Create CADD drawings for all temporary structures installed by Section 45. Coordinate with Engineers to verify design is acceptable prior to fabrication and installation. Create sign drawings for temporary signage related to structure removals. Coordinates with Section 27 to verify requirements are met. Assists sign shop with sign design and review. 10% Researches and evaluates new products and construction methods. Creates and proposes new standards/specifications to improve the Departments signing structure materials. 5% Updates AGILE inventory with all ancillary structure information and assists with AGILE sign inventory and work orders. Reviews and corrects all AGILE inputs by sign crews to ensure accuracy. Locates and assembles knockdown information from police crash reports and work order cost summaries and forwards this information to the DOTD Legal department. Assists with DOTD sign manual, standard DOTD signs and sign design. 5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
