Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a high school diploma or GED plus five years of sub-professional engineering experience.
SUBSTITUTIONS:
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.
College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics.All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted.
Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience.
Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.
A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience.
Possession of an engineer intern certificate will substitute for all of the required experience.
SUPPLEMENTAL QUALIFICATION REQUIREMENTS:
Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position.
NOTE: Any college hours or degree must be from an accredited college or university.

To perform highly complex and technical assignments requiring the demonstrated ability to interpret, select, adapt and apply diverse engineering guidelines, precedents, principles and practices to non-routine, highly specialized situations; to serve as a technical expert, advisor or consultant to other agency staff and/or consultants or contractors in a highly technical engineering specialty or program function.
This job is designated a Dual Career Ladder job as defined in Civil Service Rule 1.14.1.1, requiring performance of higher level, more complex duties and possession of advanced, specialized skills. A Civil Service Commission approved agency policy is required prior to implementation.

Broad from an Engineer 5 or higher or comparable level professional manager of the agency served.
Supervision Exercised:
May exercise functional or regulatory supervision on a project or programmatic basis.

Job Distinctions:
Differs from Engineering Technician 5 by level of complexity, agency's recognition as section/district technical expert in specialized area and/or by requirement for extensive training and experience in a highly specialized field.
Differs from Engineering Technician 6 or 7 by the absence of supervisory responsibilities as well as by DCL policy requirements for supplemental qualifications and PPR ratings.
Examples of Work
FUNCTION: The incumbent for this position is required to operate and provide expert technical advice in the operation of specialized equipment for Location and Survey and to give advice and guidance for consultant oversight. This equipment is typically used for obtaining GPS control points, topographic survey data, Mobile LiDAR data, Hydrographic Survey data and other surveying related data throughout the state. This data is obtained along roadways including buildings and other structures such as bridges and dams. The incumbent is often required to work under very hazardous conditions, such as near vehicular traffic, hilly or swampy terrain, in ravines, under structures, in manholes and numerous other locations. The incumbent is required to adhere to rigorous safety standards, and the wearing of special safety attire as required by LA DOTD's safety section. This position requires statewide travel each week that involves overnight stays Monday through Thursday.
JOB DUTIES: While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws,
45% Works with Location and Survey specific GPS Real Time Network (RTN), Real Time Kinematic (RTK) and Static equipment. Also able to operate digital levels and total stations for DOTD projects to obtain topographic survey data for all terrain including bridge structures, buildings, fields, swamps and roadways.
20% Provides expert technical advice to the Surveyor Supervisor, DOTD Surveyor Administrator and the Location and Survey Automation, Photogrammetry, and LiDAR units. This process will require the incumbent to have working knowledge of the operation of software packages such as TOPO DOT, Trimble Real Works, Trimble Business Center and digital level processing software. This task will require the incumbent to review, oversee and advise concerning the data to determine accuracies and blunders in point cloud data and level loops.
15% Works with the Surveyor Supervisor, Surveyor Manager, and survey crews to coordinate and schedule projects for obtaining topographic surveying data. Process daily timesheets and complete truck logs along with maintaining records for expense accounts and travel card entries.
10% Contacts property owners to obtain permission to enter private property.
5% Coordinates control project assignments with location survey party chiefs and field supervisors on projects requiring establishment of new horizontal and vertical control, and verification of existing control.
5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
