This position partners with the Minnesota Department of Labor and Industry (DLI). MNIT DLI staff help ensure Minnesota’s work and living environments are equitable, healthy, and safe. This division partners with DLI to oversees the state's programs for apprenticeship, construction codes and licensing, dual-training pipeline, occupational safety and health, wage and hour standards, workers' compensation and youth skills training programs.
The Enterprise Architect will proactively and holistically guide the enterprise through technical modernization and optimization initiatives, support the formulation of future business and technical strategy. The enterprise architect’s scope of activities includes leading the organization to achieve targeted business outcomes related to modernizing technology, optimizing costs and mitigating risks. The Enterprise Architect focuses on building relationships with business and IT stakeholders, offering options and recommendations for long term strategy, communicating the value of Enterprise Architecture and the services it offers, and shaping and guiding the delivery of EA’s services.
The Enterprise Architect’s focus is to:
+ Engage business and IT stakeholders, creating and building relationships
+ Communicate the value of enterprise architecture, and its portfolio of services
+ Design and build an Enterprise Architecture oriented around optimizing technology and aligning to strategy
+ Drive the evolution of the EA teams services and operating model
+ Facilitate alignment between business and IT, and across the IT landscape
+ Coach and mentor enterprise architecture team that may include solution and cloud architects on enterprise architecture practices.
+ Helps business leaders achieve business outcomes and understand, leverage and operationalize existing, new and emerging technologies.
+ Provides actionable recommendations on initiatives and policies to help the organization drive targeted business outcomes.
+ Leads, prioritizes and develops the overall enterprise architecture approach for the organization, and communicates architectural direction.
+ Help business leaders enable their future-state business capabilities that, in turn, drive the organization’s targeted business outcomes through the choice of initiatives in which the organization chooses to invest.
**This position is currently eligible for full-time telework:**
+ Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
+ Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Position requires a minimum of six (6) years of experience in business, data, application, or technology architecture.
Experience must include:
+ Application development and implementation that constitutes a working knowledge of .NET, JAVA, or other industry standard development languages.
+ Cloud environments such as Azure or AWS, (Azure preferred), cloud migrations and optimatization
+ Development, implementation, and governance of enterprise architecture standards, and guidelines
+ Information Security practices, and tools, across the architectural stack, to ensure secure systems architecture.
+ Hands-on experience with Application Rationalization, Application Lifecycle Management, SaaS management.
+ Knowledge of architect standards and conventions such as TOGAF, ISO/IEC, Zachman, Federal Enterprise Architecture, etc.¿
+ Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
+ Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
**Preferred Qualifications**
+ Master's or bachelor's degree in computer science, software engineering, or a related field of study.
+ Ten or more years of hands-on business experience in strategic and operations planning and/or business analysis.
+ Ten or more years of experience in at least three disciplines, such as business, data, solution or technical architecture, application development, middleware, requirements gathering, use case development, information analysis, database management or operations in a multitier environment.
+ Knowledge of business ecosystems, Cloud Infrastructure, SaaS, infrastructure as a service (IaaS), platform as a service (PaaS), service-oriented architecture (SOA), APIs, open data, microservices, event driven IT and predictive analytics.
+ Knowledge of organization's business models, operating models, financial models, cost-benefit analysis, budgeting and risk management.
+ Familiarity with data management and architecture practices, system development life cycle management, IT services management, agile and lean methodologies, infrastructure and operations, and EA and ITIL frameworks.
+ Understanding of the different types of product and agile principles, methodologies and frameworks, especially those designed to be scaled at the enterprise level. Understanding of existing, new and emerging technologies, and processing environments and industry and market trends.
