With an emphasis on customer relationship management, IT service management, value delivery, project coordination, and process improvement. Key roles and functions will include: developing a deep understanding of customer/agency mission, vision, needs, and operations, coordinating projects and initiatives as they relate to IT services and solutions, and communications and collaboration with key stakeholders across the state to ensure alignment of IT with the business needs. Human Resource Contact: Jennifer Erickson, 307-275-5114, jennifer.erickson1@wyo.gov ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level. + Communication Relationship Management: + Assist in presentations to technical and non-technical management and non-management personnel. + Create and implement the agreed-upon communication plan for projects. + Ensure project plans and progress reports are communicated to stakeholders. + Assist in communicating State budget processes for IT procurement. + Understand and communicate ETS business processes to agencies. + Assist in Coordinating Project Team(s) + Assist in collaborating for the purpose of creating, maintaining, and following project plans for new system implementations + Assist in coordinating and participating in all phases of the project + Aid team members communicate plans, project budget information, and progress reports to stakeholders + Assist in consulting on State budget process and budget object codes (e.g. 200, 400, 600, 900 series codes) for IT-related project planning purposes. + Business Analysis: + Using various techniques (interviews, brainstorming, observation, JAD sessions) to assist in gathering, business documents, and assist in the implementation of requirements provided by stakeholders + Assist in working with development and agency staff to ensure data quality and business rule validations + Assist in documenting current and future agency or state business processes; conduct gap analysis as needed. + Research and Development (R&D): + Propose and attend classes, training, conferences, seminars, workshops, and others that provide a means and opportunities to advance, maintain, or refresh subject matter expertise + Prepare documentation for the purpose of reporting on R&D activities Qualifications PREFERENCES: Preference may be given to those with experience in issue tracking and facilitation of resolution. Preference may be given to those with experience in project/ initiative coordination and facilitation. Preference may be given to those with experience in customer support functions. Preference may be given to those with experience with research, including gathering and analyzing data from multiple sources. KNOWLEDGE: + Effective technical writing skills + Skilled in working in a cross-functional team environment + Effective in using interpersonal and communication skills + Ability to build and foster professional relationships with agency customers, + Coordinate the staff and resources to assist in solutions for customer needs and solving problems, coordinate projects to meet state and federal requirements; organize and prepare project documentation. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Computer Technology) Experience: 0-2 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Technical Analyst I OR Education & Experience Substitution: 3-5 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Technical Analyst I Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + Travel throughout the State of Wyoming may be required.
