Job Description

AECOM’s Environment Business Line is seeking an Environmental Planning Program Manager and CEQA/NEPA and permitting practitioner to provide leadership in Northern California for the environmental compliance associated with surface transportation infrastructure projects and programs. These projects and programs include state and local highways and roadways as the primary focus. We work with a wide variety of clients planning, designing, and managing the construction of large- and small-scale transportation projects for federal, state, and local agencies. Therefore, the appropriately qualified applicant must be an established leader in preparing CEQA and/or NEPA and other compliance documents for transportation projects or programs, be able to demonstrate a positive can-do attitude, be customer-focused, be a critical thinker and problem solver, and be ready to apply their skill sets to establish a rewarding, long-term career, and help us deliver a better world.

In this role, the selected candidate will drive the Environment Business Line growth strategy in the Northern California transportation (highways) sector including collaborating with AECOM’s Transportation Business Line to expand client service and capture work. The individual will work closely with our planners, engineers, scientists, landscape architects, and construction managers to develop integrated solutions and business development opportunities; this includes working closely with client account managers, market sector leads, and our Transportation Business Line.  

The selected candidate will also function as a mentor to staff, manage client relationships, and help support projects and programs. Depending on the project assignment, the candidate could serve as a project manager, deputy project manager, task manager, or technical specialist. Technical responsibilities of this position would include providing guidance and management of CEQA and permitting efforts, providing planning assistance to design teams for project development and interacting with agencies and the public.

Responsibilities would include, but are not limited to:

Driving the surface transportation sector growth strategy in our Environmental Planning and Permitting (EPP) practice for Northern California, including extensive engagement with AECOM’s Transportation Business Line.Providing environmental planning and permitting project management or project oversight, advising, and mentoring to Project Managers and/or technical staff on projects, particularly CEQA and/or NEPA compliance for surface transportation infrastructure projects.Managing on-call service contracts for transportation market clients. Overseeing contract administration and compliance, task order scope and budget development, staffing including subcontractor coordination, communication of contract policy and practice to internal teams, financial performance, adherence to quality protocols, and client satisfaction.Serving as a Project Manager with key clients and/or projects, which includes responsibilities for financial management and reporting, subconsultant oversight, and technical staff direction.Leading or supporting key pursuits in the transportation market, including those led by the Environmental Business and those led by the Transportation Business.

This position requires excellent written and spoken communication skills, organizational and time management skills, and flexibility to work on a multitude of diverse projects. The successful candidate will have the ability to communicate effectively with members of the project team, clients (in-person and virtually), and have the ability to work both independently and as a part of a project team.

 

Qualifications

Minimum Requirements:

Bachelor's degree in environmental planning or related field.8 years of relevant experience or demonstrated equivalency of experience and/or education in CEQA and/or NEPA and permitting document preparation and related technical studies.

Preferred Qualifications:

Master's in environmental studies, sciences, or related field.15+ years of experience in environmental planning, including transportation planning, permitting, community engagement, and impact assessment (analytical/technical writing) for CEQA and/or NEPA or similar requirements, including coordinating and managing CEQA/NEPA document preparation and technical studies for Caltrans projects or projects where Caltrans serves as a lead agency.Ability to work independently and demonstrate a high level of competence and experience in working with teams, clients, and subcontractors.Exceptional detail orientation and attention to quality.Experience managing environmental compliance projects or programs, requiring coordination of interdisciplinary teams, management of budget(s), and meeting schedule(s).Excellent verbal and written communication skills as well as interpersonal skills to effectively manage tasks and interact with teams of staff, subconsultants, and clients.Experience managing interdisciplinary on-call service contracts for transportation agencies,  government and/or commercial clients.Experience in marketing and business development efforts in pursuit of new projects and contracts.
