Our work impacts every aspect of people's lives and is critical to the health and wellbeing of our residents and visitors. MassDEP is the lead agency for safe management of toxics and hazardous materials, promotion of waste reduction and recycling, preservation of the state's wetlands and coastal resources, air quality monitoring and pollution reduction, and so much more. MassDEP seeks applicants for the position of Environmental Analyst IV (EA IV) for the implementation of the TURA/Toxics Programs. This position is assigned to the Boston office located at 100 Cambridge Street, Boston, MA and will report to the TURA/Toxics Branch Chief within the Bureau of Air and Waste (BAW). The Environmental Analyst IV (EA IV) will be responsible for implementing of the TURA Program (301 CMR 40 and 41 and 310 CMR 50) and oversee the revision and implementation for the Mercury Management Programs (310 CMR 74-77), the implementation of the Flame Retardants regulation (310 CMR 78), and the development and implementation of household hazardous waste event program. The EA IV will supervise up to two staff and will provide support to advance the Department’s TURA/Toxics programs' compliance and enforcement efforts, including updating guidance, outreach, and training materials, program implementation, data management, and technical assistance to the regulated community. The position will also be responsible for data analysis to measure progress and identifying program research, assistance, and regulatory/enforcement priorities and needs. *Specific duties of this position include but are not limited to: * * Implement the TURA Program (301 CMR 40 and 41 and 310 CMR 50). * Review TURA data for accuracy and completeness, prepare data extract and Information Release report. * Coordinate TURA activities with the Office of Technical Assistance (OTA) and the Toxics Use Reduction Institute (TURI) of UMass Lowell. * Oversee the implementation and revision of the Mercury Programs (310 CMR 74-77) and the implementation of the Flame Retardant regulation. * Oversee the development and implementation of the household hazardous waste event program. * Ensure that guidance documents, outreach and training materials are up-to-date, including translation into other languages, if needed. * Oversee enforcement activities, including drafting of enforcement documents, tracking progress on sector plan, and data are entered into the various tracking data bases. * Provide other support as needed to advance TURA/Toxics program’s compliance and enforcement efforts, including field inspections. * Supervise up to two EA III staff and ensure adherence to all required Department administrative policies (e.g., timesheet approval, performance evaluation). *Preferred Qualifications and Experience include:*** * Familiarity with Massachusetts environmental regulations and policies. * Knowledge of the principles and practices of the management of toxics of solid and hazardous waste. * Experience with regulatory compliance and enforcement, including the development and issuance of enforcement documents. * Experience with researching, developing, evaluating, and analyzing reports and data, and with presenting data about technical issues to a variety of technical and non-technical audiences. * Excellent computer skills, including working knowledge of Microsoft Outlook, Excel, Word, and Access. * Ability to analyze and critically assess data to drive strategic approaches and outcomes. * Experience developing and implementing programs and managing projects. * Experience coordinating programs and activities and working on project teams. * Ability to write concisely to express thoughts clearly, and to develop ideas in logical sequence. * Field and inspection experience. *First consideration will be given to those applicants that apply within the first 14 days.* *MINIMUM ENTRANCE REQUIREMENTS:* Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions. *Substitutions: * I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
