Position Purpose:
Responsible for performing compliance tasks associated with the Safe Drinking Water Act (SDWA) and treatment optimization for operations within the Division. These tasks are related to the collection, analyses, and reporting of SDWA compliance samples. This includes annual review and development of compliance monitoring calendars for the associated systems, collection of all compliance monitoring samples to comply with State and Federal regulations, in addition to OPS SQL development, creating/updating SOPs, data management (OPS SQL) and Excel spreadsheets, record keeping and company, State and Federal compliance reporting. Provides program management oversight for the facility’s environmental compliance programs and other similar/related environmental compliance programs as defined by local, state, and federal regulatory agencies and authorities and the site's contract stipulations. Will implement at least one program within the oversight reach (e.g. Storm Water, Industrial Pretreatment, and Laboratory Operations). May be called upon to conduct associated laboratory procedures; participates, leads and/or assists with industrial/commercial plan reviews, sanitary sewer discharge permit reviews, public outreach and education, enforcement of NPDES, Regional Monitoring, and Municipal Regional Stormwater Permit Program’s provisions and local ordinance provisions, coordination with other City departments and divisions, etc.
Primary Duties/Responsibilities:
Review bacteriological and chemical sampling as required by federal and state regulatory agencies and prepares and maintains required records and reports of the analyses for these agencies.Conducts periodic internal reviews or audits to ensure that compliance procedures are followed; investigates internal compliance issues; assesses compliance, or operational risks and develops risk management strategies for areas of oversight and execution.Conducts environmental audits to ensure adherence to regulatory permit and contractual standards.Disseminates written policies and procedures related to compliance activities and translates into work plans/work actions.Investigates and reports storm water and/or industrial wastewater issues.Samples and inspects commercial and industrial facilities for compliance with federal regulations, local sewer ordinances and management objectives.Assists with community outreach and laboratory support activities.Interfaces with local businesses and city officials on a daily basis to achieve compliance objectives.Reports and documents the results of inspections and work performed.Operates vehicles and mobile equipment for environmental compliance sampling purposes.Assures work is performed in a safe and professional manner by following established safety, operating and emergency response procedures.Performs cleanup and housekeeping tasks for work area, tools and equipment.Performs related duties as needed.Work Environment:
Requires working in outside and inside environments with noise and all temperatures and climatic conditions and must be able to work under adverse weather conditions for extended periods of time.QualificationsEducation/Experience/Background:
BA/BS desired, preferably in environmental science, engineering or management.At least five years of related experience.Experience or knowledge of environmental sampling techniques.Knowledge/Skills/Abilities:
Some knowledge of analytical laboratory testing procedures.Demonstrated ability to problem-solve or trouble-shoot laboratory or treatment complicationsExcellent written and verbal communications skills.Strong Math Skills.Ability to read maps.Ability to work independently with little supervision.Ability to communicate successfully and develop effective professional relationships with city officials, colleagues and members of the general public.Ability to manage multiple tasks.Must demonstrate a working ability to use computer programs and manage databases.Ability to interact with Industrial/Commercial Contacts and present themselves/ VWNA in a professional manner.Ability to write reports and business correspondence to the Client, regulatory agencies and the regulated community.Ability to effectively present information and respond to questions from managers, clients, regulatory agencies and industrial/commercial clients.Requires good reading, math, writing, scientific and verbal communication skills; and the ability to read and understand blueprints and building plan specifications.Requires the ability to understand and follow verbal and written instructions.Required Certification/Licenses/Training:
Certified in Storm Water and/or Industrial Pretreatment and/or Laboratory Analysis by a recognized professional organization and or regulatory agency (e.g. CASWQA, SWRCB, etc.).Environmental Compliance certificate Grade I within 18 months of hire.Must possess a valid driver’s license and a safe driving record.Physical Requirements:
Ability to work in various positions which require bending (30%), walking (20%), standing (10%), and sitting (40%).Requires lying on back, kneeling, crawling, twisting, and squatting.
