Your Role:
Tetra Tech, Inc., an industry leader and nationally recognized engineering and consulting firm, is seeking a motivated intelligent, and experienced professional for a Jr/Mid-Level Air Quality Environmental Scientist/Engineer position. Work location is at Joint Base San Antonio, Texas. This position requires US Citizenship.
Responsibilities:
Support client, senior staff and on-site technical leads through data collection, analysis, and development of reports in support of Air Quality environmental programs for federal, state, and local regulatory requirements. Support Department of Defense, Joint Base San Antonio Air Quality Program to include: Perform Title V Permit/compliance inspections of maintenance shops and emission sources and write summary reports for completed inspections Perform monthly data collection monitoring, review, and reporting Develop the annual air emissions inventory using the Air Force Air Program Information Management System (APIMS) Complete the Texas Commission of Environmental Quality (TCEQ) AEI Update in the State of Texas Electronic Emissions Reporting System (STEERS) Web-EI System. Support the development of Greenhouse Gas Inventories and reporting using the EPA electronic Greenhouse Gas Reporting Tool (e-GGRT) Complete potential to emit (PTE) calculations Support the completion of air conformity analyses Complete National Emission Standards for Hazardous Air Pollutants (NESHAP) reporting Complete New Source Performance Standards (NSPS) reporting Complete Title V Deviation Reporting and Annual Compliance Certifications Perform air quality sampling and analysis, including visual emissions evaluations (VEE) and summary report Support the review/update of the Air Quality Compliance Plan Assist with new source review (NSR) permitting including permit-by-rule (PBR) and prevention of significant deterioration (PSD) permit(s) Assist with Title V and Synthetic Minor permitting Perform technical writing for review/approval by AQ task lead personnel. Supports AQ records management through data log collection, QA/QC review, and APIMS data entry Coordinate with installation personnel on the scheduling of inspections and testing. Develop and provide shop level air quality training to emission source operators Perform new emission source evaluations, regulatory applicability review, and provide recommendations Supports senior staff regarding client interaction and presentation of options and results. Assist in the production of deliverables. Coordinate and work with personnel in other program areas (storage tanks, storm water, waste water, hazardous material, hazardous waste, etc.) to ensure the installation meets environmental requirements. Technical report writing, data analysis and client interaction are regular requirements associated with this position. Periodically there are requirements to present project findings to a client and relevant stakeholders. Other duties may be assigned.Qualifications & Requirements:

· Knowledge of the United States Air Force or other DoD organizations preferred.
· Knowledge of Texas Air Quality rules and regulations.
· Knowledge of federal, state, and local regulations related to air quality issues in the state of Texas
· Ability to interact and communicate directly with the client, provide written reports, and receive and incorporate comments.
Skills Required:
· Must be able to obtain and maintain VEE Method 9 Certification.
· Must be able to obtain and maintain a flight line driver’s license.
· Excellent communications, technical report writing, fact and research finding.
· Sampling, field work, using measuring instruments, data analyses and reporting.
Education & Experience:
Associates or Bachelor of Science in Engineering, Environmental Studies, or related field with 1-5 years of air quality experience in Texas is preferred.

The work tasks required for this position will be accomplished in an office environment and in the field including shop surveys. At times, the employee may be required to travel for training or field work to complete site investigations and data gathering. The employee may be required to work outdoors in inclement weather conditions as needed to maintain project schedules.
Language & Communication Skills: The employee must be fluent in English and able to communicate effectively in both oral and written forms. The employee will be responsible for providing written products to include presentations, reports, and database inputs.
Mathematical Skills: Successful candidate will have the ability to use mathematic skills to calculate air emission estimates. Must be able to approach problems and produce reasonable conclusions.
Other Skills: Prefer a candidate with experience with the Air Force Air Program Information Management System (APIMS) database, but not necessary. Knowledgeable in the use of Microsoft products including Word, Excel and PowerPoint
