Central District Health (CDH) (https://cdh.idaho.gov/) is currently recruiting for a motivated individual to join our dedicated group of professionals as an Environmental Health Specialist, Senior, in our Division of Community and Environmental Health (https://cdh.idaho.gov/community-health/) . This position can be based in either our Boise or Mountain Home office (those based in Boise will travel daily in a CDH vehicle to Mountain Home to serve Elmore county).

Typical Duties:
Land/Land Development
+ Inspects, evaluates, and advises on environmental health concerns, enforces environmental health laws.
+ Evaluates soil types for placement and sizing of individual sewage disposal systems; reviews and permits the installation of new and replacement systems; and consults and provides information to landowners and developers for well and septic placement when planning a subdivision or lot splits.
+ Evaluates environmental health conditions through inspections, surveys, and investigations of food program establishments, day care facilities, water supplies, hazardous materials spills, sewage disposal systems, land development and recreation sites for compliance with laws, regulations, and standards.
+ Conducts tests and analyzes results to determine levels of pollution or contamination; operates and maintains specialized testing equipment and detection devices.
+ Determines existence and cause of violations and recommends corrective actions, solutions, or alternatives for compliance with environmental health laws.
+ Enforces compliance through warning letters, citations, embargoes, permit suspensions and revocations.
+ Ensures corrective action is taken and reviews plans and proposals for permits.
+ Consults with local, state, and federal officials in drafting and promoting adoption of regulations and policies for environmental practices.
+ Provides technical assistance regarding control and correction of environmental practices.
+ Promotes public awareness and acceptance of environmental laws, regulations, and standards.
+ Analyzes and comments on environmental assessments, policies, regulations, and legislation.
Food:
+ Conducts annual, follow-up and enforcement inspections of approximately 200 food establishments in Elmore County.
+ Provides technical assistance and training to food establishment operators.
+ Process food establishment applications and evaluate proposals according to the current rules and regulations.
+ Issues permits for food establishments.
+ Conducts analytical activities by collecting, analyzing, and testing food, water, and other materials to determine contamination during inspections, surveys, and investigations of food establishments.
+ Reviews plans using independent judgment for new and remodeled food establishments ensuring compliance with appropriate rules and policies.
+ Investigates patron complaints of food establishments.
+ Investigates food borne illness complaints and outbreaks.
+ Understands and applies CDH food safety program policies and procedures.
+ Participates in food safety program meetings.
+ Communicates with other governing agencies regarding environmental health laws and policies.
+ Operates and maintains testing equipment, instruments, and detection devices used during inspection and data analysis.
Child Care:
+ Conducts annual, follow-up and initial inspections of approximately 20 childcare facilities in Elmore County.
+ Provides technical assistance and training to childcare operators when necessary.
+ Operates and maintains testing equipment utilized during inspections.
+ Communicates and coordinates with other government agencies regarding environmental health laws and policies.
Solid Waste
+ Conducts annual, follow-up and enforcement inspections to multiple solid waste facilities in Elmore County.
+ Attends meetings with the Idaho Department of Environmental Quality (IDEQ), Elmore County Land Use and Building Department, Elmore County Commissioners and engineers.
+ Reviews Operations Plan submittals and provides comments.
+ Collaborates with IDEQ to provide enforcement referrals for solid waste facilities.
+ Attends solid waste trainings.
Minimum Qualifications:
Education:
+ Bachelor's degree in Health Sciences;
+ OR successful completion of a college level algebra or higher math course and 30 semester/45 quarter hours in the basic sciences, i.e. biology, chemistry, physics, or other physical sciences as well as sanitary engineering or environmental engineering;
Experience:
+ At least two years of public health experience with an agency to include inspecting facilities and enforcing ordinances, rules, and statutes in at least one of the following programs: food, on-site sewage, day care, swimming pools, nuisance complaints, solid waste, home loan surveys, public drinking water, or vector control.
Specialty Minimum Qualification:
+ Registered with the National Environmental Health Association as a Registered Environmental Health Specialist (REHS). (https://www.neha.org/professional-development/credentials/rehsrs-credential)
