The primary purpose of this position is: To management and execute operations for assigned program elements, dealing effectively with complexity and change within the dynamic Air Force environment as it relates to Occupational and Environmental Health (OEH), Industrial Hygiene, Public Health, and Emergency Response. Responsibilities Plans and performs varied duties to assess processes and conditions for OEH hazards. Initiates Special Surveillance investigation and mediation in a wide range of exposure pathways. Manages Bioenvironmental Engineering technical programs in support of the Industrial Hygiene and Public Health missions to include new and emerging technology. Executes installation vulnerability and emergency response programs and procedures. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Environmental Health Technician Series 0698 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Industrial Hygiene (IH) and related safety and environmental concepts, principles, and practices relating to a wide range of duties concerned with identifying, evaluating, and controlling occupational health hazards in a variety of settings; skill in providing instruction and training to allied professions, employee, supervisors, and managers on occupational health related matters; knowledge required to recognize and evaluate workplace and environmental factors and stresses associated with complex work operations and to ascertain their effects on the health and well-being of workers. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of general management functions, practices, and procedures sufficient to understand organizational objectives, in-depth industrial hygiene public health principles, regulations, standards, and work processes of assigned organizational segment requirements, methods, and techniques for evaluating low to high-risk work areas as they relate to occupational health and safety. 2. Knowledge of concepts, principles, and practices of bioenvironmental engineering and public health, as well as knowledge of the mission, organizational structure, programs, and activities related to DoD, Air Force, Air Force Occupational Medicine, OSHA, CDC and environmental health surveillance programs and policies. 3. Skilled in the use of computers and current software to create various memoranda, reports, spreadsheets, databases and graphs. Ability to learn database systems for input of data and extraction of reports. 4. Knowledge of industrial hygiene and environmental methods, practices, techniques, materials and sampling equipment to determine compliance with regulations and standards. Ability to think critically and interact with all levels of installation personnel, with the incumbent possessing a high degree of personal and ethical integrity to understand critical implications of decisions made and the legal or mission impacting consequences that could result. 5. Knowledge of training techniques, methods and material sufficient to develop and present formal training and instructional sessions to allied professions, employees, supervisors and managers on industrial hygiene and public health related matters. 6. Ability to communicate effectively orally and in writing, prepare correspondence, briefings and special reports regarding industrial hygiene and public health related matters. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
