Environmental Management Consultant

The Environmental Management Consultant reports to the Director of the Small Business Development Center (SBDC) at the Institute for Entrepreneurial Excellence. The primary function of this position is to provide environmental consulting assistance to small businesses in Pennsylvania through the Pennsylvania SBDC Environmental Management Assistance Program. The environmental consultant will primarily serve clients in southwestern Pennsylvania. The primary focus will be assistance with air quality permitting.

In addition, the Environmental Management Consultant will develop and maintain relationships with local environmental, businesses and other economic development agencies in order to heighten the profile of the Small Business Development Center, Institute for Entrepreneurial Excellence, Innovation Institute and the University of Pittsburgh. This may include attending networking functions and conducting presentations.

Job duties and responsibilities include, but are not limited to:

Provides information and assistance with regulatory compliance permitting requirements, record keeping, reporting, and planning and implementing best management practices related to air quality and air quality permittingAdditional assistance may be provided in waste, water and other environmental compliance criteria/factors.Assists with the preparation of requests for determination, plan approvals, and operating permits.Strong knowledge of air quality regulation including familiarity with criteria pollutants, NAAQS, NSPS, NESHAP, HAPs, and RICE MACT regulations. Ability to prepare emission calculations for multiple area sources.Educates and serves business owners through workshops, presentations, one-on-one consulting assistance, and onsite visits on environmental management strategies to comply with regulations and reduce environmental impacts using green business practices.Develops and maintains networks and relationships with host institutions, other economic development organizations, key stakeholders, and various regulatory agencies. Attends networking functions and seminars.Interprets environmental health and safety administrative regulations and policies; recommends new and improved programs.Adheres to regulatory paperwork requirements for client interactions and consulting activities.Research and identify any funding opportunities to help clients access financial support or other resources to fund environmental projects and related initiatives.

Advanced experience and knowledge related to environmental management and compliance process is essential.

A bachelor’s degree in in environmental and/or engineering field is required. A master’s degree is preferred. 3 to 5 years of experience providing environmental consultation is preferred.

Additionally, the ideal candidate will have:

Experience with federal, state, and local environmental regulations (especially Pennsylvania environmental regulations)In-depth knowledge of environmental regulatory permitting processKnowledge of waste minimization, pollution prevention, green business practices and basic health and safety requirementsRegulatory agency or industry consulting experience

Ability to remain confidential while collaborating is crucial. Complex analytical skills are required to utilize technical data and in the decision-making process. Incumbent must have good judgment and strong background experience in order to provide advice to local businesses that would have a positive contribution. Strong knowledge of air quality regulations and ability to develop emission calculations for multiple area sources. Familiarity with criteria pollutants, NAAQS, NSPS, NESHAP, HAPs, and RICE MACT regulations and AP-42.Other essential functions include excellent written and verbal communication skills; ability to solve complex problems and translate and communicate complex technical and regulatory requirements in layman terms; proficient digital technology skills and the ability to use the CRM to enter data and generate reports; ability to work with a team of environmental professionals and network effectively with stakeholders and partners; and the ability to multi-task.
