Overview The Environmental Manager is responsible for, but not limited to developing and implementing project permitting strategies, plans, schedules and budgets to safely achieve environmental objectives of assigned projects in accordance with established scope, schedule, budget and process parameters. This is a site based position located in Chester, VA. This position is eligible for a vehicle allowance and an annual incentive program. Responsibilities Ensure the company has compliant programs, operations, and culture to effectively manage and meet environmental compliance related requirements. Comply with federal, state, and local environmental regulations by studying existing and new legislation; anticipating future legislation; interpreting standards; enforcing adherence to regulations; and advising management on needed actions for the jobsite(s). Provide direction and leadership to contractors, consultants and project team members on environmental aspects and impacts and best practices at the jobsite. Manages requirements for stormwater systems to comply with the National Pollution Discharge Elimination Systems (NPDES), including the Storm Water Pollution Prevention Plan (SWPPP) and Best Management Practices (BMPs). Responsible for identifying permitting requirements and timelines and securing permits from environmental agencies to support overall project schedule. Guide and promote compliant, and efficient work performance by developing environmental systems, policies, and procedures; developing applicable campaigns, communications, and recognitions; training managers and employees. Identify and anticipate environmental concerns and hazards by surveying conditions; rendering opinions on new procedures and equipment; investigating violations, incidents, and near misses; recommending preventive programs. Develop and maintain relationships with regulatory agencies, municipalities and third parties to facilitate permitting and construction phase compliance and implementation of remedial strategies when assigned environmental cleanup projects. Position may be required to work extended hours, including 24x7 coverage during emergencies. Manage contractor environmental performance to project contract and scope documents. Conduct project reviews including site visits to monitor compliance, resolve conflicts and develop recovery plans including risk/contingency analysis. Interface with project leadership to present project status and compliance updates. Performs additional assignments per Division Manager’s request. Qualifications Minimum 5 years’ progressive professional experience in the Environmental Compliance Field. Strong working knowledge of U.S. and State of Virginia Environmental regulations. Experience and working knowledge of energy management programs with some U.S. Health and Safety regulatory knowledge. Understanding of civil engineering design and construction methods and industry standards. Knowledge of mass grading and earthwork, stormwater management, underground utilities, erosion control, CCR project items, landfill project items, and utility infrastructure requirements. Must be able to apply innovative and effective management techniques to maximize project performance. Effective leadership and interpersonal skills. Strong critical thinking and analytical skills. Ability to self-prioritize and self-start projects and task work. Meticulous attention to detail, and the ability to effectively multi-task similar activities in a fast paced, time sensitive environment. Exceptional verbal, written, and presentation skills. Ability to read and interpret documents such as blueprints, safety rules, operating and maintenance instructions, schedules and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before clients, management, subcontractors and vendors of the organization. Ability to define problems, collect data, establish facts, and draw valid conclusions. Able to effectively organize numerous streams of information. Ability to manage multiple priorities. Ability to meet strict deadlines. Supervisory Responsibilities Plans, organizes, and manages the work of the Environmental team to ensure the work is accomplished in a manner consistent with organizational expectations and requirements. Provide guidance to team members and monitors their performance, discipline, and attendance. Responsible for professional development of division employees. Communicates and acts with a team-oriented mentality. Ensure positive morale and engagement of employees. Communicates and adheres to Company vision and values. Educational and Experience Requirements Preferred – BA or BS degree in Engineering or Environmental Sciences. 10 + years of prior relevant experience. General experience in Contract Administration may be considered in lieu of degree. Work Environment Works in a Field office / Job sites and/or field activities May be exposed to extreme temperatures in the field – hot and cold. May be exposed to chemicals, refuse and dirt from jobsites. Moderate noise levels. May be exposed to other risks associated with working around heavy machines, tools and trucks.
