Eagle Harbor, a subsidiary of Three Saints Bay, LLC and a federal contracting leader is looking for an Environmental Safety and Health Specialist IV **.** The **Environmental Safety & Health Specialist IV** is responsible for the overall management and day-to-day operation of the NTC Environment, Safety, and Health (ES&H) program. ES&H program initiatives include planning and project management as well as resource requirements (human and capital) for the integration of quality and safety in contractual requirements to include environmental compliance, occupational health, ergonomics, firearm and explosive safety, industrial hygiene, facility and maintenance safety, safety engineering/design review, and fire protection. These responsibilities involve coordination, planning, development, and maintenance of ES&H programs and projects are in compliance with applicable ES&H regulatory requirements. This position is located in Albuquerque, New Mexico.

+ Ensures hazard identification, reporting, control procedures, and management coordination for all functional areas (e.g., risk management, occupational health and safety, environmental/NEPA compliance, fire protection, industrial hygiene, emergency management, and facility and maintenance operations).
+ Conduct internal Safety and Quality Assurance compliance and performance inspections, audits, surveys, and self-assessments, conducts trend analyses, develops performance metrics, and subsequently advises DOE and other government/contractor staff on ES&H issues, to ensure continuous improvement of the NTC ES&H program.
+ Plans, develops, and maintains ES&H programs and projects, and performs internal assessments to ensure compliance with applicable laws and regulations and that safety is integrated into all NTC activities.
+ Provides extensive knowledge and working application of OSHA, NEPA, and other regulatory requirements and DOE orders and technical standards for ES&H compliance.
+ Reviews,/develops/implements ES&H standard operating procedures and risk analyses for NTC operations and high-risk training activities (i.e., live-fire range operations and engagement simulation systems exercises).
+ Maintains records and reports on ES&H performance, develops formal reports, conducts periodic performance evaluations to meet stated performance and contractual objectives, and communicates regularly by utilizing a variety of media (e.g., formal oral presentations and one-on-one discussions).
+ Continually reviews requirements of federal. state and local laws and regulations, and the current DOE contract to remain knowledgeable of changes/revisions to requirements as applicable to the NTC. Changes shall be identified by performing/documenting a Gap analysis indicating the changes.
+ Attend periodic meeting with NTC department managers to provide the results of assessments, and assist department managers in the development of corrective action plans.
+ Represent the ES&H program as required with NTC Federal and Contractor management.
+ Provide pre-work safety orientations to subcontractor prior to any maintenance or construction work at the NTC. Maintain logs of subcontractor safety orientations, safety plans, and accident experiences.
+ Implements and/or coordinates a lessons learned program by soliciting lessons-learned information for the DOE contractor community, industry, and other applicable sources. Determine lessons-learned facts from NTC corrective actions; disseminating lessons-learned information to appropriate personnel within the NTC.
+ Ensures that appropriate safety training is provided, and conducts ergonomic evaluations of employee workstations.
+ Reviews facility and product design and ensures regulatory requirement identification, ES&H education and training, equipment/material certification, and motor vehicle safety.
+ Maintains professional and technical knowledge by attending workshops, seminars, and conferences to update knowledge on leadership skills. Establishes personal networks, and maintains professional liaisons with subject-matter experts, and participate in professional associations.
+ Establish and maintain professional working relationships, work amicably, cooperatively, and productively with others. Participate actively on projects; facilitate interaction among individuals and work groups. Share information appropriately, complete assignments and projects timely, and assist others as needed.
+ Applies and follows basic safety and security concepts and policies.
**Position Requirements: (** To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. )
+ A Bachelor’s degree from an accredited college or university with study in the environmental sciences, occupation, safety and health or safety-related curricula. **NOTE:** Any equivalent combination of relevant education, training, and qualified experience (i.e., experience, comparable in difficulty and complexity) totaling ten years above the high school level, which provides the required knowledge, skills, and abilities and renders the applicant/incumbent fully competent to perform the specified duties and responsibilities.
+ 5-10 years of experience in an ES&H environment either in a public or private sector government-related business.
+ Demonstrated knowledge and experience in the safety and with small arms training operations
+ Knowledge/experience of the Occupational Safety and Health Act and National Environment Protection Act
+ At least two years of experience conducting audits and inspections in an academic, business, or industrial environment.
+ Demonstrated oral and written communication skills, including the preparation of complex written reports and the presentation of oral briefings on findings and corrective actions; and
+ At least a current "Q" access authorization or equivalent clearance (Secret granted by another Federal agency).

+ Demonstrated knowledge of DOE orders and federal, state, and local laws, regulations,and pertaining to Environmental, Safety and Health of human resources management and development.
