Duties Description The Office of the New York State Attorney General is seeking a climate/energy scientist to join a multidisciplinary team of environmental scientists in the Environmental Protection Bureau (EPB). EPB scientists work with environmental lawyers developing affirmative cases and enforcing New York State climate and environmental laws. EPB scientists also work with lawyers defending New York laws against legal challenges. This EPB scientist will conduct, manage, and oversee technical investigations and analyses in support of litigation activities and policy initiatives regarding climate change and energy. Superior technical, management, planning, judgment, and communication skills are required to support EPB activities. Expertise in one or more of the following areas is strongly desired: climate science, energy and sustainability, climate modeling, and/or environmental economics. Strong written and oral communication skills are required.DUTIES The incumbent of this position:• Assesses health, environmental risks, and costs associated with climate change.• Reviews and analyzes research related to climate change mitigation and adaptation to support investigations and litigation, including impacts on disadvantaged communities.• Evaluates the potential of mitigation strategies (energy efficiency and renewable energy) to reduce greenhouse gas emissions in New York State.• Assesses climate change impacts and adaptation strategies.• Conducts research and analysis on climate change policies in New York State.• Reviews and analyzes scientific and technical reports in support of litigation and policy initiatives.• Identifies, retains, and supervises consulting and testifying experts.• Reviews expert reports and testimony.• Prepares memos, reports, and affidavits; assists attorneys on scientific issues; and interfaces with client agencies. PREFERRED QUALIFICATIONS• Proven expertise in global, national, and New York State climate science.• Working knowledge of global climate models.• Proven ability to explain climate science both verbally and in writing to non-scientists.• Proven expertise in energy and sustainability science.• Working knowledge of the New York State Climate Leadership and Community Protection Act (CLCPA).• Proficiency with economic analysis.• Working knowledge of environmental economics and proven ability to explain cost evaluations to non-scientists.• Familiarity with Geographical Information Systems (GIS) applications.• Working knowledge of statistics as applied to environmental analysis.
Minimum Qualifications Environmental Scientist 2 (ES2) (PEF, SG 25, current starting salary $93,530*, job rate $117,875*): Bachelor’s degree in the natural sciences or engineering and four years of professional experience in the natural sciences, engineering, environmental analysis or regulation, establishment of environmental policy, or in a closely related field; ORMaster’s degree in the natural sciences and three years of professional experience in the natural sciences, engineering, environmental analysis or regulation, establishment of environmental policy, or in a closely related field; ORPh.D. in the natural sciences and one year of professional experience in the natural sciences, engineering, environmental analysis or regulation, establishment of environmental policy, or in a closely related field.Environmental Scientist 3 (ES3) (PEF, SG 27, current starting salary $103,784*, job rate $127,830*): Bachelor’s degree in the natural sciences or engineering and six years of professional experience in the natural sciences, engineering, environmental analysis or regulation, establishment of environmental policy, or in a closely related field, one year of which must have included responsibility for the supervision of subordinate professionals or staff; ORMaster’s degree in the natural sciences and five years of professional experience in the natural sciences, engineering, environmental analysis or regulation, establishment of environmental policy, or in a closely related field, one year of which must have included responsibility for the supervision of subordinate professionals or staff; ORPh.D. in the natural sciences and three years of professional experience in the natural sciences, engineering, environmental analysis or regulation, establishment of environmental policy, or in a closely related field, one year of which must have included responsibility for the supervision of subordinate professionals or staff.
Additional Comments This position may be filled in Albany or New York City. Positions located in New York City include an additional $3,400 per year in downstate adjustment location pay.The agency's hours of operation are Monday through Friday, between 8:30 am and 5:00 pm (37.5 hours/week). Dependent on OAG policy and subject to management discretion, this position has compressed workweek and hybrid work (option to work up to 15 hours per week at home or out of office).Candidates from diverse backgrounds are encouraged to apply.
