Tetra Tech is looking for an Environmental Scientist or Engineer to support on-site leads for Air Quality and Multi-media environmental compliance programs through the collection, analysis, and reporting of collected data for the following environmental program areas:
Air Quality, Water Quality, Solid Waste, RCRA sampling, hazardous materials, Petroleum, Oil, Lubricants/Tanks programs.

Responsibilities:
(1) Supports the Senior/Lead AQ Specialist and on-site technical leads through the collection, analyzing, and development of reports in support of environmental programs for federal, state, and local clients.
(2) Support Department of Defense Environmental Programs such as environmental water quality, air quality, hazardous materials, hazardous waste, solid waste, toxics, and planning.
a. Support the development of EPCRA reports
b. Support the review/update of Hazardous Waste Management Plans
c. Support the review/update of Solid Waste Management Plans
d. Support the review/update of Qualified Recycling Program Plan
e. Support the review/update of SPCC Plans and tank inventories
f. Assist in performing inspections and administering maintenance program for landfill
(3) Conduct soil, water, and air sampling to validate the presence or absence of contaminants.
a. Quarterly Sampling reports for Waste Water and solid waste programs
b. Sampling/analysis/report development for RCRA and NPDES permit requirements
(4) Support Department of Defense and other agencies Air Quality Program to include
a. Support the development of Air Emissions Inventories
b. Assist with Title V compliance reviews
c. Support the development of Greenhouse Gas Inventories and reporting
d. NSR, PSD, and Title V permitting.
e. Perform annual inspections, including CARB Method 9 VEE testing
f. Support other environmental protocols as required.
(5) Performs technical writing for review/approval by senior level personnel.
(6) Perform EESOH-MIS VOC content reviews, supports landfill sampling and reporting.
(7) Supports AQ Records management through APIMS data entry
(8) Coordinates with installation personnel on the scheduling of inspections and testing.
(9) Data review, option evaluation, applicability review, and recommendation of best results for review by senior staff.
(10) Supports senior staff regarding client interaction and presentation of options and results.
(11) Assist in the production of deliverables.
Technical report writing, data analysis and client interaction are regular requirements associated with this position. Periodically there are requirements to present project findings to a client and relevant stakeholders.

Education & Experience:
Bachelor's Degree or equivalent related work experience in Science/Engineering
0-5 years work experience
Experience Required:
(1) Ability to work well in a team environment.
(2) When tasked with work, executing the work independently and within the prescribed timeframe.
(3) Ability to interface and interact with the client in a professional manner and represent Tetra Tech.
(4) Ability to multitask and support multiple project needs effectively and efficiently.
(5) Data collection, report writing, sampling, investigation.
(6) Working knowledge of CERCLA, EPCRA, RCRA, 40 CFR 112, Title V permitting, CAA, CWA, including permitting and emission inventories.
(7) Knowledge of federal, state, and local regulations related to environmental issues in the state of California.
Experience Preferred:
(1) Permit application assembly and emission inventory development.
(2) Current or previous Common Access Card Holder Preferred.
(3) Knowledge of the Air Force data management systems such as Air Program Information Management System preferred, STAR, EESOH-MIS, WET, eDASH.
(4) Knowledge of the United States Air Force or other DoD organizations preferred.
(5) Familiar with ISO 14001.
(6) Sampling and analysis, report writing, database management,
Physical Demands:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Personnel will be required to lift up to 30 pounds at a minimum. Personnel will be required to perform on-site sampling of water, soil, air, and mixed media. Personnel are required to obtain access to the installation, drive, obtain a flight line driver’s license, complete a background and security investigation.
Work Environment:
The work site for this opportunity is on Edwards AFB, CA. Personnel will be required to work in varied weather conditions in the performance of this function. Typical temperatures throughout the year vary from 31°F to 100°F and is rarely below 21°F or above 106°F.
Language & Communication Skills:
Personnel must be fluent in written and oral communications in English. (I do not believe AF installations will allow personnel with work visas and/or non-US citizens access to the installation.)
Mathematical Skills:
Staff should have a thorough understanding of calculus, algebra, and/or higher-level mathematics. Past chemistry experience and/or coursework is a plus.

The salary range for this position is $68,640 - $75,000. Please note that Tetra Tech considers various factors in determining pay, including but not limited to: education, relevant and demonstrated work experience in the role, skills, geographic location, qualifications, certifications, and other competencies relevant to the needs of the business.
