Compensation: $43/hourLocation: Odessa, TXAssignment Duration: 6 months+Work Schedule: Monday-Friday, 40 hours +Benefits: Comprehensive with 401K, holidays and PTO Responsibilities Position will require occasional weekend /evening call-out in the event on an emergency.Drive Goal Zero culture and initiativesEnsure that plant procedures and programs comply with TCEQ and EPA environmental regulationsOversee permitting activities for the following: PBRs to authorize emissions, NSR Permits to authorize emissions when PBRs cannot be utilized, and changes to control devices through Pollution Control Project Standard Permits. Quarterly raw material authorizations through Permit by Rule (PBRs) or NSR PermitsAssist the plant with monitoring, sampling, waste shipment tracking and testing programs as needed and to demonstrate compliance with regulatory requirements and environmental permit limitationsCreate monthly and annual reports such as monthly throughputs for compliance to NSR, Tier II, Annual Waste Summary, Toxic Release Inventory Pollution Prevention, and Texas Water Development BoardUpdate as needed Risk Management Plan (RMP), Spill Pollution, Control and Countermeasure (SPCC), and Stormwater Pollution Prevention Plan (SW3P)Record keeping associated with MSS, tank throughputs, Subpart KB, Subpart VVVVVVManage LDAR company to ensure compliance to 28VHP, 28 CNTA, and 28LAER including weekly AVO management, equipment temporarily out of service, and changes to equipment as part of PSSRsCoordinate regulatory inspections and regulatory reporting with agencies. Interpret regulations and identify sound solutions across air, waste and water mediasSupport the Odessa Plant as the environmental expert during third party audits, such as: CXCAP, ISO45001, TCEQ, and EPALead environmental improvement and waste reduction projects to help meet company sustainability goalsServes as an environmental resource to field and operations personnel, process engineers, pre-startup safety reviews (PSSRs) and Incident investigationsLeads or participates in the investigation of near misses, environmental spills and incidents that did or could have resulted in an injury or a release of material to the environment. Work with team to develop Root Cause Analysis (I.e., TapRoot, 5-Why)Participates and/or coordinates PSM and RMP program activities including MOC/PSSR meetings, creating and updating operating procedures, and PSM / DHA assessments (What If, HAZOP, etc.) for covered processesParticipate in Management of Change process and implementationActive participation in TPM. 5S Assessment / AuditsParticipate in Plant safety / ISO audits and ensure complianceExecute Continuous Improvement and savings initiativesPartners with employees, management and Front Line LeadershipImplement and maintain company HSE documents adhering to local, state and federal environmental, health and safety regulations+-Requires the ability to exercise independent judgment and employ basic reasoning skills Qualifications Bachelor of Science degree in chemical engineering, environmental engineering, environmental science or related field. Advanced degree a plus3 years of relevant environmental compliance experience and knowledge in a manufacturing environmentDemonstrated experience applying environmental regulations (ex. RCRA, Clean Air Act, Clean Water Act) and working with environmental regulatory agencies (ex. EPA, TCEQ)Immigration sponsorship not offered for this roleStrong MS Office skills in Excel, Access, PowerPoint. Good working knowledge of SAP. Experience working in SAP a plusExperience in environmental practices in a chemical manufacturing and distribution settingExperience working at NSR or Title V chemical plantExperience managing stormwater permits, SPCC, and large quantity generator (LQG) sitesExcellent communication skills, both verbal and written, and the ability to deal with various levels of employees, management, vendors, and customersStrong organizational skills, with an ability to be flexible in a dynamic work environmentCHMM certification is a plusAbility to multi-task needed. Must be able to work independently with minimal work directionExcellent organizational and time management skills. Excellent verbal, interpersonal and written communication skills
