Job Summary

The Marathon Los Angeles Refinery has an opening for a Environmental Specialist - Waste at our Carson, California Operation. This position will assure compliance with federal, state, and local rules and regulations related to hazardous and non-hazardous waste and incorporated into the Refinery’s compliance program and operational activities.  Will be responsible for interacting with regulatory agency inspectors during inspections or audits. This position will gather environmental data for interpretation and/or to maintain regulatory compliance standards and prepare required permits and waste plans and communicate all regulatory waste issues to refinery personnel. Will be responsible for preparing and reviewing permits & reports, investigating complaints and non-compliant issues, gathering data, and interpreting the data. This position will interact with the ESS, Operations, Maintenance and Engineering staff at the Refinery, as well as a core team of ESS individuals and suppliers in implementing cost effective and innovative environmental prevention solutions to reduce environmental liabilities at the site. The available schedules for the position are 9/80, 5/40 or 4/1, after hours calls are required at least one week per quarter and support of TAR at least once a year.

Key Responsibilities

Ensure that all waste & maintenance related activities are completed with adherence to environmental federal and  state regulations.

Prepare regulatory reports and coordinate fee payments associated with waste & maintenance activities.

Provide assurance and verification for environmental compliance for waste & maintenance activities.

Respond to Notices of Violation (NOV), Notices to Comply (NTC) issued by regulatory agencies for potential non-compliance with applicable laws and regulations.

Manage the waste handling contractor and work with other contractors to ensure low cost, environmentally compliant and operationally efficient waste management processes are in place. 

Provide oversight/direct supervision to hazardous waste contractor, establish budget to run the resource recovery yard, audit contractor activities and approve labor and equipment charges.

Prepare budget for waste disposal and transportation off-site for the different units. Approve, allocate and coordinate invoice payments for waste disposal and transportation.

Evaluate wastes for proper identification, handling and disposal site. Prepare profiles, manifests and other waste shipping documentation.

Lead for waste minimization, pollution prevention and recycling programs at refinery.

Point of contact for agencies on required reports, payments and inspections.

Interact with disposal sites and transporters to ensure proper waste management of all refinery wastes.  Manage the audit program for TSDFs and hazardous waste transporters.

Interpret and incorporate new regulations as they relate to current refinery waste practices.

Develop procedures for waste and maintenance related activities applying knowledge of RCRA, TSCA, OSHA, DOT & California Environmental regulations.  Ensure that Environmental Procedures assigned to the waste specialist are kept current and accurate.

Communicate environmental requirements to waste handling contractor staff, groups generating refinery waste, refinery management and maintenance.

Interact with refinery maintenance groups to assure proper management of waste and materials.  Coordinate coverage of these groups during periods of high activity including capital projects and turnarounds.

Serve as a single point of contact for environmental for unit turnaround – coordinate coverage and communicate turnaround plan to the environmental group.

Develop waste handling plan for turnaround activities specific to the units.

Perform emergency response activities such as release notification, equipment breakdown, reporting, odor patrols and agency discussion when on-call.

Manage AQMD Rule 1166 soil excavation plans.

Education, Experience and Skills

Minimum Qualifications

Must have a Bachelors degree in Environmental or related area. (Education must be obtained/completed prior to start date) (Degree must be accredited in US.)

Must have at least 2 years of Environmental Waste Specialist experience in a refinery, petro-chemical or other large manufacturing environment.

Must have knowledgeable of Federal RCRA & California (State and Local) Environmental Waste regulations. Must be able to read/decipher environmental regulations and have good verbal and written communication skills to explain the requirements to others. 

Must be a team-oriented, self-motivated, detailed oriented, have good organizational and time management skills. Must have good analytical and problem solving skills. Must be adaptable working in a fast paced and constantly changing environment.

Must be proficient in Microsoft: Word, Excel and Outlook.

Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical.

Must have a valid driver’s license. (MPC determines valid status.)

Must be able to obtain a TWIC Card.

Must be legally authorized to work in the US without the need for future VISA sponsorship.

Travel Requirement is 5% or less.

Preferred Qualifications:

Experience in project management and supervision of contractors at a refinery or large manufacturing facility is preferred.

Excellent advocacy and negotiating skills are preferred.

This job will posted through December 2, 2024. (This position will be expected to start by February/March 2025.)
