Key Responsibilities:

PURPOSE OF THE POSITION:

The Epidemiologist and Strategic Information Lead - TB/HIV will play a critical role in strengthening monitoring and evaluation (M&E) systems within the Global Fund grant for TB and HIV in Papua New Guinea. This position will support national programs and M&E teams at the National Department of Health (NDOH) by providing technical guidance on programmatic and M&E issues to ensure compliance with Global Fund policies and guidelines. Reporting to the Chief-of-Party for TB/HIV and RSSH, the role involves managing data quality, building M&E protocols, supporting service delivery, and ensuring accurate and timely reporting to the Global Fund. The position requires expertise in health programs, partnership building, and data-driven decision-making to enhance health outcomes and meet grant objectives.

MAJOR RESPONSIBILITIES:

Technical support to WV PNG

Work closely and collaboratively with grant management team for WV PNG as principal recipient to ensure successful implementation of the, TB/HIV & RSSH – Global Fund grant

Take lead in ensuring that there is complete and timely reporting of TB, HIV, program indicators for the Global Fund PUDR.Support data validation and verification of data submitted in the PUDR by the LFASupport the revision of M&E tools and databases for the KP Outreach programProvide technical support to the Grant Operations plus Compliance and Quality Assurance teams as neededSupport grant -making efforts for 2024-2026 by preparing M&E Manual for next grant.Support M&E and grants operation teams to develop strong workplan tracking mechanism, record keeping and filing methodologies for all activitiesWork with M&E and IT staff to maximize the value and utility of ICT4D initiatives including the use of Power Bi, and/or the roll out of new initiativesReview and analyze data from various sources such as routine data systems, program reviews, evaluations, health facility assessments and surveysEnsure use of data for program improvement, efficiencies, and reprogramming.Promote use of data by policy makers and program implementers for effective planning, allocation and utilization of resourcesIdentify data gaps and ensure that adequate funds are allocated for data systems for routine reportingEnsure the availability of data for reporting on impact including disaggregated data by relevant population groups at national and sub-national levels.Oversees the implementation of MDRTB reporting and database management of Programmatic Management of Drug Resistant TB (MDRTB)Provide TA and oversight on provincial activities related to TB and HIV data collection, collation and analysis and ensure timely reporting by all TB and HIV reporting unitsRoll out of the new TB and DR-TB reporting tools and provide all required TB data for programme use, global reporting and PUDR submission by PREnsure the highest level of reliability, validity, accuracy, consistency, and completeness of data and information received.Ensure triangulated evaluation of internal and external data/information quantitative and qualitative with those from the field including subrecipient

Strategic Information Technical Support to NDOH, Sub Recipients and PHA

Support the PHA to develop a robust data collection system for the systematic population screening for TBManage and maintain surveillance data for the TB and HIV Programs including but without limitation to development of tools, data collection, analysis and dissemination.Provide technical assistance to National Department of Health and PR to prepare and disseminate Annual National TB and HIV strategic information reports to include national TB and HIV performance indicatorsLead and participate in data quality audits and supervisory visits to PHA, Sub Recipients and PHAs to identify gaps and areas of improvement in recording and reporting. Report the findings of DQAs and supervisory visits to the Technical Working Groups for the respective programs.Conduct trainings, on-site mentoring and coaching to M&E staff in NDoH, Sub recipients improve the quality of TB and HIV program recording and reportingSupport NDoH in use of statistical packages for TB HIV, as needed.Carry out data analytics from program data and prepare monthly reports/ performance reports as per required frequency.

Internal & External Liaison and Coordination

Coordinate with UNAIDS and WHO to ensure appropriate technical support for strategic information is provided to NDOH and PHAParticipate in key meetings and workshops as appropriate and provide support to the NDOH disease program managersReview and advise drug and logistics quantification, ordering and distribution based on program reports and delivery schedulesWork and coordinate with other NDOH units such as Performance Monitoring Research Branch, Procurement and Supply Chain Division

REQUIREMENTS:

Public Health Practitioner with expertise in monitoring and evaluation of public health programs in developing countries, knowledge of Epidemiology.Minimum five years’ progressive experience in implementing TB and HIV grant programs or health system strengthening programs in developing countries. Work experience of at least 2-3 years in international organisations is an added advantage.Master’s Degree in Public Health/ Epidemiology, Statistics for Development and social sciences and or Public HealthPostgraduate training in information management or monitoring and evaluation or project management related to TB & HIVTraining on DOTS, Public Health Management, and TB/HIV related trainings are preferredWorked or trained with WHO or IUATLD (The Union) on TB or HIV related areas, residency and scholarship an added advantageExcellent computer skills (MS Excel, Word, PowerPoint and Outlook)Very Strong Computer Proficiency with particular strength in using Microsoft Excel, Power BI, EPI Info and such statistical packages.Proficiency managing complex quantitative data sets, including data collection, conducting data quality checks and analysisExcellent English communication skills and experience in writing and editing of national policy documents and communication briefsExcellent interpersonal communication skills with the ability to work closely within teams with proven leadership and management skills in coordinating project teams and working with consultants in disease surveillance, surveys, M&E activities and operational research.Strong presentation, facilitation and coordination skillsDemonstrated competency in implementing assessment/evaluations, including a) designing assessment/evaluation methodology; b) data collection; c) analysis tools; d) managing data collection in the field; e) data analysisAbility to work with a sense of accountability and responsiveness in a diverse, cross-cultural environment.
