Summary About the Position: Manage the Federal Discrimination Process and the adjudication of complaints for the Army Equal Employment Complaints and Compliance Review Directorate, Office of the Assisstant Secretary of the Army at Fort Belvoir, VA. Responsibilities Manage, direct, oversee, coordinate, and evaluate the Equal Employment Opportunity (EEO) Complaints programs throughout the Army. Advise and make recommendations to the Secretary of the Army in deciding cases where there is a finding of discrimination, to include impact and/or ramifications of decisions Army-wide. Develop comprehensive reports and briefings to the US Equal Employment Opportunity Commission, Members of Congress, Army Secretariat, Office of the Secretary of Defense, other agencies on the Federal discrimination complaint processing program. Provide analysis and proactive prevention, training, and recommendations of the equal employment opportunity complaint process. Direct identification of training needs, and oversee development of curriculum, lesson plans, and training for management, employees, EEO counselors, and EEO careerists, in the EEO complaint process. Represent the Army providing authoritative advice to top level managers in interdepartmental planning and policy meetings and activities. Provide consulting and advisory services to the Secretariat, Office, Department of Defense, Senior Executives, General Officers, National Officers of unions, special interest, civil rights and community groups, employees, and Army managers. Manage, direct and oversee a senior level staff comprised of senior analysts, technical writers, administrative and operational personnel. Specialized Experience: One year of specialized experience which includes, evaluate findings of discrimination to ensure appropriate relief or directed action is taken; ensure thorough analysis and timely preparation of decisions on individual or class complaints of discrimination; review negotiated settlement agreements to ensure compliance with Equal Employment Opportunity Commission (EEOC) decisions or appropriate action is taken for noncompliance; and serves as subject matter expert and advisor on complex issues related to review, adjudication, or oversight of the EEO complaints program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Customer Service Managing Human Resources Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
