Duties Description The New York State Education Department (NYSED) is seeking candidates for an Equal Opportunity Specialist 2 position in the Office of Diversity and Access (ODA) within the Office of Human Resources Management. Under the supervision of the Director, Equal Opportunity, the Equal Opportunity Specialist 2 will assist with the development, implementation, supervision, and monitoring of affirmative action, diversity management, equal employment opportunity (EEO), and language access programs at NYSED. Duties of this position include, but are not limited to the following: • Coordinate the development and implementation of diversity, inclusion, and equal opportunity initiatives for the Department;• Assist in drafting and implementing measurable actions from the Department’s 5-Year Diversity and Inclusion Strategic Plan, articulating goals and objectives to agency executives and management;• Develop and execute recruitment strategies to promote and increase diversity within NYSED;• Create and conduct training on equal opportunity issues and diversity topics related to employment;• Review, and update NYSED’s internal policies related to equal employment opportunity, affirmative action, and diversity to reflect evolving legal standards and best practices;• Review personnel actions, such as hiring, promotion, and termination, to ensure fairness and equity.• Investigate employee discrimination complaints and issue findings;• Make determinations and process requests for reasonable and religious accommodations in accordance with federal and state laws;• Collaborate with internal and external stakeholders to promote an inclusive and equitable workplace;• Analyze workforce data and produce reports related to diversity, inclusion, and equal opportunity programs;• Prepare and present findings to leadership and stakeholders to inform decision-making and enhance DEIA efforts;• Represent the agency at diversity, inclusion, and equal opportunity events;• Participate in examination planning and candidate sourcing meetings with a focus on promoting equity in the selection process;• Work with the Department of Civil Service on examination planning and candidate sourcing with a focus on diversity and inclusion;• Supervise the Equal Opportunity Specialist 1 and clerical staff within the Office of Diversity and Access (ODA);• Plan and coordinate cultural events for NYSED employees; and• Build relationships with external organizations, advocacy groups, and educational institutions to promote diversity and recruit candidates from underrepresented groups.
Minimum Qualifications MINIMUM QUALIFICATIONS: NON-COMPETITIVE MINIMUM QUALIFICATIONS: Candidate’s must possess at least seven years of experience* in equal opportunity, diversity and inclusion, or human rights OR one year of State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources, or training position allocated at or above Grade 18.*Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.\SUBSTITUTIONS: an associate degree may substitute for two years of the nonsupervisory experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.
Additional Comments CONDITIONS OF EMPLOYMENT: This position is pending non-competitive status. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period. This position will require 5% local, instate travel. Filling of this position is contingent upon Division of the Budget approval.This position leads to a maximum salary of $105,255 based on annual performance advances.
