Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Combined Surface Maintenance Shop (CSMS), Windsor Locks, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard. Responsibilities Indefinite appointment/temporary promotion not to exceed two (2) years. The purpose of the indefinite appointment/temporary promotion is to backfill a long-term vacancy. The indefinite appointment/temporary promotion will be terminated within 30 days of return of the incumbent to the position. This is an indefinite/temporary promotion position that may convert to permanent without further competition. JOB SUMMARY: The purpose of this position is to provide instructionand assistance to state unit personnel regarding Army National Guard (ARNG) equipment andmaintenance management. Knowledge of the principles, concepts, and methods of equipmentmaintenance and management of a variety of ARNG equipment is required. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Serves as a recognized authority on the repair and operation of various types of ARNG equipment. Provides advice, assistance, and guidance regarding maintenance management systems, material readiness programs, cost reduction programs, and maintenance shop practices in maintenance facilities. Prepares and conducts both classroom and on-the-job training designed to upgrade, improve, and/or update the knowledge and working skills of unit maintenance personnel. Evaluates directives to ensure adherence to standard methods, conformity in maintenance procedures, and the proper use of maintenance equipment, facilities, and personnel. Reviews the effectiveness and efficiency of equipment and maintenance management and needs for improvement of existing practices and the impact on the overall maintenance program. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with knowledge of one or more classes of equipment. The experience must include knowledge of standard shop terminology. A basic knowledge of mechanical principles relating to equipment. Experience must demonstrate the ability to read and interpret blue prints and technical publications. Knowledge is of the type gained from technical training, education, and experience in functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following: Experience, education or training which provided knowledge and skill in applying principles, concepts, and methods of equipment design. Experience in the use of tools and test equipment. Experience developing, installing, inspecting or revising equipment maintenance programs and techniques. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the principles, concepts, and methods of equipment maintenance and managementof a variety of ARNG equipment sufficient to provide advice, assistance, and guidance to unitpersonnel. Knowledge of the full range of ARNG equipment standards, policies, regulations, and methodssufficient to review the effectiveness and efficiency of equipment maintenance and training; and theneed for improving existing practices that impact the overall equipment and maintenance program. Ability to instruct and provide classroom training involving equipment repair and modification; requirements for equipment maintenance records and reports; proper utilization and maintenance of equipment and facilities, etc. Knowledge of and ability to oversee equipment programs, maintenance management systems, material readiness programs, cost reductions programs, and maintenance shop practices in maintenance facilities. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Enlisted: E-2 through E-8 UNIT OF ASSIGNMENT: Any unit within state SPECIAL REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. Education No substitution of education for specialized experience. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O.14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine. This position is represented by the Association of Civilian Technicians, Chapter 98. Under 32 U.S.C. 709, Veterans Preference does NOT apply. MILITARY INCENTIVES - BONUSES AND STUDENT LOAN REPAYMENT PROGRAM: If you are selected for this position, you may lose your eligibility for your National Guard Enlistment/Reenlistment Bonus and Student Loan Repayment Program (incentives). In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
