Job Overview The Estimator I supports Chugach Business Development in developing technical and cost proposals in response to government solicitations by providing expert cost estimating services. The Estimator I develops accurate and complete cost/price proposals in response to solicitations in Chugach’s core business lines: Base Operating Support (BOS), Housing Maintenance, Technical Services, and Educational Services. Provides analysis of cost data to support Government solicitations. Salary Range: $78K - $90K Work Model: Onsite/Office-Based Responsibilities Essential Duties & Job Functions: Researches RFPs, Statement of Work (SOW) and other proposal documents necessary to develop and populate complete, competitive cost proposals within corporate and client constraints. Employs a variety of estimating methods to present accurate costing factors for labor, material, equipment, tools, vehicles, and ODCs. Analyze solicitation requirements to provide accurate costing data and factors to determine labor, material, equipment, tools, vehicles, and ODCs requirements for cost proposals. Works under the guidance of Estimator IIs to develop Work Breakdown Structures (WBS) and Basis of Estimates (BOE) for non-complex services-based project proposals. Documents methodology and assumptions, in a narrative format. Incorporates WBS (staffing, direct, indirect and overhead costs) defined by self (under the guidance of Estimator IIs) and others into the cost model, consistent with the solicitation requirements. Develops estimate timeline and schedule of internal and external cost/price deliverables. Works with Capture Managers and Estimator IIs to understand the strategic approach and solution definition for assigned projects. Employs Microsoft Excel in cost modeling activities. Communicates with subject matter experts to accurately estimate details consistent with the solution design. Ensures that accurate and sufficient supporting cost documentation is provided to ensure compliant internal and external audit posture. Generates and organizes final cost proposal deliverables for submission. Leads and participates in cost reviews for assigned projects. Assists Estimator IIs and others in basis of estimate development and other estimating strategies as required. Performs related work as assigned. Travels to work sites as required for site visits and start-up support. Job Requirements Mandatory: Bachelor’s degree (or higher) in a related field, or, the education requirement may be substituted with 2 years of directly related experience and two (2) years of college coursework. Demonstrated skill in the use of MS Excel at the advanced level. Demonstrated skill in the use of MS Outlook and Word at an intermediate level. Two (2) years of direct experience in developing cost/price proposals in a Federal Government services business line employing an excel-based estimating cost model. Two (2) years of direct experience in developing cost proposals subject to various proposal evaluation methods (i.e. best value, tradeoff, lowest price/Technically acceptable) used in Government Services Contracting. Two (2) years of direct experience developing cost proposals for various Government service contract types (i.e. firm fixed price, cost reimbursement, incentive, IDIQ, time and materials). Two (2) years of direct experience employing FAR, DFAR and other government regulations in the development of cost proposals. Two (2) years of direct experience working with industry-standardized cost database references and/or estimating software.
