The primary purpose of this position is to serve as Education and Training Management System (ETMSWeb) specialist. Responsibilities include establishing user access, managing data tables, evaluating system change requests, providing informal training, creating/running system reports, uploading/downloading data between data systems, and developing local policy/procedures. Responsibilities Serves as the ETMSWeb specialist performing assignments related to program planning, monitoring, and/or coordination of the systems analysis and programming functions. Responsible for the daily management and operation of ETMSWeb, including reviewing and processing system access requests, verifying user requirements, creating user profiles, assigning passwords, and coordinating with training focal points. Provides expert consultation and informal training to current and prospective ETMSWeb users, covering system usage, database access techniques, query/report generation, security protocols, and testing methods. Monitors existing ETMSWeb operating procedures, identifying opportunities for improvement and recommending enhancements. Reviews local ETMSWeb change proposals, analyzing user workflow, processing steps, and work outcomes to assess the validity of requests, forwarding qualified proposals to higher headquarters. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience Includes extensive experience managing education and training (ET) programs, including planning, implementation, and resource allocation. Skilled in integrating technology to enhance training processes and providing expert guidance to organizations. Strong oral and written communication skills for effective collaboration. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: GS-05/NH-02: 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of directives governing Education and Training (ET) programs and activities to project, plan, and manage ET activities. This includes knowledge of training analysis and projection procedures, training management objectives, governing directives, and goals as well as methods and procedures for program implementation. Knowledge of education and training techniques, principles, and concepts to integrate and use computer technology to support training and education business processes. Knowledge of ET program objectives and requirements to allocate and manage assigned assets. Skill in planning and executing programs and providing advice and technical guidance to supported organizations. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
